Dear Mr. Bryant :
This is a formal request for a post office to be
established in and for the Village of North Orlando
to serve all areas within the boundaries of the
Village limits.
Having talked with Mr. Myers, Postmaster at
Casselberry, he tells me that the Winter Springs area
will be served by the Maitland Post Office. This is
not acceptable to the Village as we desire to have one
post office serve the entire area within the boundaries
of the Village of North Orlando.
I am enclosing a graph of the population growth of North
Orlando for the next five years compiled from the latest
market reports. This graph is based on lowest estimates,
not the high or middle.

me.

Dear Senator Chiles:
I would like to bring to your attention the current bureaucratic{
actions of the United States Postal service, and in particular, that o
the postmaster of Casselberry, Florida, Mr. Robert Kelly. Prior to
July 1, 1980, the City of Winter Springs had no ZIP code and mail was
delivered from two post offices, Maitland and Casselberry, using theO
ZIP codes 32751 and 32707, respectively.
On July 1, 1980 the entire area of the City of Winter Springs 4,
given ZIP code 32708 and a contract post offices was established on St4te
Road 434 near the center of the city business district. At the same to,
all residents of the area formerl y served b

Numerous attempts to get Mr. Kelly and other postal officials t
admit there is a city of Winter Springs with its own ZIP code have bee
fruitless. All insist that Casselberry is the correct and only legal
address. It has even gone so der as to have Mr. Kelly insist we cheng$
a street name which happens to be similar to one in Casselberry on the',',
theory that both streets are in the same city, when obviously they are
not and do not have the same ZIP code. Additionally, he requires bulk:
mail to show Casselberry and has told residents if they do not change '.'
their magazine address to Casselberry they will have to pay forwarding
postage after one year.

Senator, this has gone a little too far for me to take lightly.
Winter Springs covers the largest land area in Seminole County and its,
population is estimated by the 1980 census preliminary figures to be
over 10,000. It has its own area ZIP code and a contract post office.
Why can not it be allowed to use its own name on mail destined for its
residents? Can the U. S. Postal e:orvice be allowed to continue its
dictatorial bureaucratic practices and deny us our city name in our
address?

bureaucratic these agencies can be and appreciate your

Sectional Postmaster L. A. Bryant on your behalf, and
asking for a thorough review of this situation. Further-
more, I have requested that I receive a written report.

the residents of a community and you can be sure as soon

Dear Senator Chiles:
Reference is made to your letter dated August 14, 1980, your
file reference LC/rob, RE: City of Winter Springs, regarding
a communication you received from Wilfred "Hap" Arnold, Jr. ,
Councilman and Deputy Mayor of the City of Winter Springs,
Florida.
Realignment of the delivery area which encompasses the City
of Winter Springs was accomplished to provide proper delivery
of mail to all residents within the affected area. The ZIP
Code "32708" was assigned to this realigned area, not just
to the City of Winter Springs, and the ZIP Code area was
designated as an area of Casselberry, Florida. All residents
using this ZIP Code would therefore be required to use Casselberry
as their city of address. Mail addressed to Winter Springs could
become undeliverable because it is not a proper address for mail
delivery.
Mr. Kelly, the Postmaster of Casselberry, is correct on his
insistence in the use of Casselberry and the ZIP Code 32708 as
the proper address on all mailings sent by the residents in the
new 32708 area. We have many instances of incorporated cities
being within the delivery area of another city. Belle Isle,
for example, is within the delivery area of Orlando and the
residents of Belle Isle utilize Orlando, Florida 32809, as
their mail delivery address.
We appreciate the fact that many of the residents of the City
of Winter Springs desire to be identified with that city but
it is necessary to exercise controls over the use of addresses
to aid in the proper processing and delivery of mail.
We trust that this information will assist you in responding to
your constituents.

I Bryant. It is not only not responsive to the problem but also is
hardly accurate in some instances, and quite insulting to our City in
others: Suffice it to say that the Mayor and Council have decided to
' pursue the matter further.

In Re: U.S.Postal Service vs City of Winter Springs,Fla.
It is bad enough when a City of over 10,000 population,with its
own City Council,Police Dept,Fire Dept,School,etc. is ignored
by the U.S.Postal Service and denied not only its own Post Office
but even the right to have residents' mail addressed to their own.
City rather than to another municipality like Caeselberry
it is adding insult to injury when the new Contract Station on
Rt 434 is unable to provide even the most elementary postal
information. Example : the writer brought there an envelope to
go airmail to an overseaidestination and asked how much postage
it would require. Dialogue that ensued went like this :
Clerk- Sorry,sir, but we don't take (sic) overseas mail here.
Patron- What do you mean, you don't take overseas mail? I don't
want you to take it; I am perfectly capable of dropping it
myself in the mail box right here. All I want to know is
how much postage it will need.
Clerk- Sorry, but we don't have this information here.You will have
to go to Casselberry (sic) .
Patron- Oh,forget it; just give me a 310 airmail and I'll chance it
that, it will be enough.
Clerk- Sorry, but we don't have a 310 stamp.
Patron - Don't you think that two 150 and one One-cent stamp
might be an acceptable substitute?
And for this we pay taxes to the U.S.Government,the State of Florida
the County ,of Seminole and the City of Winter Springs?

Dear Senator-Elect Hawkins:
The purpose of this letter is two-fold. First, I would
like to offer my personal congratulations on your well-deserved and
decisive victory, and second, I would like to ask your assistance in
solving a problem that concerns the citizens of Winter Springs.
As to the first, it is apparent from your victory that the
people are ready for a change, and as to the second, a change in the
attitude of the postal bureaucracy would be of great benefit to the over
10,000 citizens of Winter Springs.
The attached correspondence with Senator Chiles and the reply
of the Regional Postmaster for the Orlando Region, plus the resolution
passed by the City Council on September 30, 1980 should give you the
background of our attempts to get what we think would be the proper
solution to our problem, namely authority to use our City as part of our
address. Needless to say, we have not achieved that solution as of now.
The absurdity of having to address official business of the City
to the City of Casselberry is mind-boggling to say the least, and the in-
consistency of using different addresses in different parts of the City is
readily apparent.
I would certainly appreciate your attempts to settle this, and
I am sure I speak not only as an individual but also as a representative of
all our citizens. We aren't asking for a large expenditure of Federal or
other funds for a building, all we want is to be able to address our mail
to WINTER SPRINGS, FLORIDA 327082 Surely, this can not be considered an
unreasonable request.

I read today of your complaint to Mr Torcaso that the residents of
acienda Village were not using the right address, and I feel that
your complaint is unjustified.
As of the above date I had not been officially notified in writing that
my address was changed. When we arrived from Pennsylvania in October
the lad that cuts my grass remarked that we now had a new address, so checked
with the nail man, he was right we did.
We are still being hassled by magizine publishers that we are not
giving then the address given by the postal department, the location
of with we have not found out yet.
I had called the telephone company in Jacksonville on another matter
and informed them that our address was Winter Springs and she informed me
that I was wrong it was Casselberry 327,08 and they would continue to
use that. I did not check he last bill as I had done my part.
There is no way that I can control bulk mailings to me fra^i nail lists
that I did not authorize and do not intend to clutter the mail infortiing
them that they bought and used an outof date list.
I have a complaint that I might as well air, when we returned to
Pennsylvania in June and signed a forwarding card, it was six weeks
two letters, two telephone calls, and tees dollars for a bundle of
first cuss letters and bills. The card was filled out and signed at the
post office.
While I an at it I think it was asinine to change carriers the week
before Christmas, with all the forwarded mail and at least two addresses
being used on mail. It would be enough to give a kid ulcers, and
nightmares. I would like to commend him for the excellent way he
endured it with composure as I overheard some nasty remarks from
some of the people. For some of then I suppose it is the only tie to
the outside world and was upsetting, he should forgive them,..

Dear John:
It is my pleasure to inform you that my Central Florida District
Representative , Duane Schultz , will be in Seminole County on
April 16 , 1982 .
The purpose of this visit is to allow Duane to meet with Seminole
County constituents who are experiencing problems with federal
government agencies , or who wish to express their views on issues
of concern. Since it is impossible to have a District Office in
every community, I have established this type of periodic meeting
in order to provide the citizens with as personal a service as
possible.
The meeting is scheduled from 2 : 00 to 4 :00 p .m. at the Seminole
County Courthouse in Room 320, Board of County Commission
Chambers in Sanford , Florida . If you would like to meet with
Duane, please feel free to come during those hours . If this
scheduled time period is not convenient for you , please call my

make an attempt to arrange for a more convenient time.

1. A post office for Winter Springs.
2. State Road 419 — widening of S.R. 419
3. Deleting the two year wait on annexation of property from
county to city.
4. Unconscionable rent increases in mobile home parks.
5. Return of deposits from mobile home park owners after five
years of living in park.
6. Allowing mobile home park owners to bank deposits at no interest.
This gives the park owner an extra letter of credit but no benefits
to the residents who made the deposit.

Winter Springs residents are living in one of the fastest growing areas
of Seminole County and Central Florida. We are the largest tinwland area and only
fourth in population of the seven cities in the County.
City in Seminole County without a post office.
Residents of the Tuscawilla area have to drive either S. R. 419 which is
only two Post Officet,ea distance of n roughly eight doru ten amiles. Residents ton this esi Casselberry

of the City have to travel S. R. 434 and U. S. 17-92 to the CasselberrY Post
Office or a distance of approximately five miles in one of the most congested
traffic areas in Central Florida.
Several years ago the City was given the zip code 32708; however, some
residents still use Casselberry and there is still some confusion there.
We have a small sub-station on S. R. 434 that serves us presently, but it is
small and is not a full service post office.
There are approximately 441 families living in Hacienda Village, a mobile
home park in the City. About 90% of those residents are over the age of 60.
Due to the limited services offered by the sub-station, they do have to travel
to the CasselberrY Post Office which is a very difficult place to get in and out
of especially for the elderly.
Many telephone bills still have the Casselberry address.
I am enclosing several newspaper clippings, etc. relating to this problem.r for

It is my understanding that a post office will not be granted
Winter Springs until 1987 at the earliest under present
priorities. I would therefore like to proceed with whatever
steps need be taken in order that this matter be expedited
and the projected date for a post office in Winter Springs be
moved up much closer to the present.
There are presently 13, 808 persons residing in the city of
Winter Springs. This figure represents a significantly greater
population than many of the cities in the area that already
have postal facilities. Winter Springs residents are living in
one of the fastest growing areas of Seminole County and Central
Florida. Population growth forecasts for the city of Winter
Springs over the next four years further supports the necessity
of this request.

plans for a postal facility in Winter Springs, Florida.
Community growth in itself is not sufficient cause to establish an
independent post office. We generally expand existing service to
accommodate growth. The establishment of an independent post office is
considered only when it is not possible to fulfill the service require-
ments of a given area through present postal orfbyecreationt
of a station or branch of an existing p ost
established for the primary purpose of providing community identity or
to conform delivery areas to corporate boundaries.
We are aware that this area is developing with the majority of growth
situated in a large development called Tuscawilla. A postal facility
for the area is in our five-year facility plan. However, at the
present time, we believe that the postal service needs can be handled
with the present arrangement.

In my last letter , I mentioned that I was contacting postal
officials in Washington regarding the need for a new Post
Office for the City of Winter Springs. Having received the
enclosed response, I am forwarding this information on to
you for your review.
This letter describes in some detail general postal policy
regarding its standing service in high-growth areas. Evidently,
the establishment of an independent Post Office is considered
only when it is no longer possible to provide service through
present facilities or through a station or branch of an existing
Post Office.
As was mentioned in correspondence forwarded to you earlier from
Orlando Sectional Center Facility Postmaster Sheehan, a study is
presently underway to determine the size and needs of the Winter
Springs branch Post Office. It is anticipated that new facilities
will be completed some time in mid-1988 , or, if all goes well , 1987.

This is in response to your letter of June 13, on behalf of
Arthur H. Hoffmann, Commissioner , City of Winter Springs,
concerning the need for a post office in Winter Springs.
Continued growth of suburban communities occasionally results
in a need for additional facilities. Our managers evaluate
the needs of service areas within their jurisdiction and
recommend locations where additions should be considered.
Community growth in itself is not sufficient cause to
establish an independent post office. We generally expand
existing service to accommodate growth. The establishment of
an independent post office is considered only when it is not
possible to fulfill the service requirements of a given area
through present postal facilities or by creation of a station
or branch of an existing post office. Post offices are not
established for the primary purpose of providing community
identity or to conform delivery areas to corporate boundaries.
Postal officials at Orlando advise that city delivery service
is provided Winter Springs by the Casselberry Post Office. In
addition, retail and post office box service is provided the
community by the Winter Springs Contract Station located in
that community.
It has been determined that services provided presently meet
community needs. However , our field managers are monitoring
the growth in Winter Springs and will keep this under review.
If it is determined that additional facilities are needed in
order to provide good, efficient postal service to our cus-
tomers, appropriate action will be taken as soon as possible.

Commissioner Hoffmann expressed concern that many times mail
is delivered to residents after 5:00 p.m. Carrier delivery
routes are established to provide the most efficient delivery
pattern possible. In designing these routes, it is inevitable
that some customers will receive earlier mail service than
others. Customers should normally receive mail by 3:00 p.m.
It is our understanding routes were recently adjusted and
customers should see a noticeable change in the time of their
delivery. However, there may be occasions when unscheduled
employee absences, inordinate mail volumes, and other factors
may result in later delivery times. Nevertheless, customers
may be assured that every effort will be made to effect
delivery as early as possible.

Suddenly and without consultation or even the courtesy of prior advice, Winter
Springs has been deprived of the only U.S. Postal facility in our City. Our
contract station is being relocated to a site remote from the majority of our
citizens and, in fact, barely within the boundaries of the 32708 zip code area
it is to serve. Although the 32708 area covers Winter Springs' entire 12 square
miles plus the surrounding unincorporated County area, the new location for a
postal facility is not even within our City limits, much less convenient to our
18,000 citizens. Yet it is still designated the "Winter Springs contract postal
unit" by Postmaster Kelly.
Our City acquired this contract post office only after lengthy and diligent
efforts by many of our officials. Up until a few years ago, Winter Springs
remained anonymous as far as the postal service was concerned. Our residents
were required to use the address of Casselberry 32707. We were pleased when we
were given our own zip code and were allowed to identify ourselves as Winter
Springs 32708.
After continued requests by myself and some of you as well, the Postal Service
established a contract post office in Winter Springs' main commercial area.
This saved most of our citizens a long drive to a post office in a neighboring
city for even routine matters like buying stamps, mailing packages, picking up
certified mail, or renting a box.
We thought promises of a full—fledged post office in Winter Springs by 1985 or
1986 would successfully culminate in our City's gaining equality with adjacent
cities of lesser size and smaller population which have long had complete postal
facilities.
To move our contract station now to such a distance is unacceptable. If the
lease at the current SR 434 location is not feasible to renew, there are many
alternative commercial sites from which to choose within our immediate area to
better serve our residents. It is particularly frustrating that I cannot even
discuss this issue with Postmaster Kelly since the timing of the scheduled move
of our contract station is during his six—week absence on vacation.

Thank you for your prompt reply to our inquiry regarding a much
needed post office for our City. The urgent need for a post office in
our City is more than the overcrowding at the Casselberry Post Office
that serves our City.
At present Winter Springs has 17,000 residents. By 1988 that figure
will be 25,000 based on continuous rapid growth. Our citizens must travel
as much as 20 minutes to their nearest full-service full-time post office.
Many times our mail is delivered after 5:00 p. m.
The installation of a post office will be a most visible structure
showing what the Federal Government is doing for Winter Springs. A long
delay will therefore be a negative indicator.
In a few months we are moving into a new city hall to accommodate our
growing needs. There are many appropriate commercial properties for a post
office. However, as our City is growing rapidly, these may not be available
if a selection is delayed, or at best, the costs will be much higher than
now.
Through your efforts and that of Postmaster Sheehan we encourage you
to accelerate the selection, construction and implementation of a Winter
Springs Post Office for 1986. You will have the full-cooperation of Mayor
Torcaso and our City Commission for any assistance we can offer.

decision, today acknowledged the need for a postal facility
within the City of Winter Springs.
Sen. Lawton Chiles , D-F1 . , was notified by Charles Jacobsen,
acting manager of sales and services for the Orlando Sectional
Center , that bids will be taken for a contract post office in
close proximity to the Moss Road-SR434 intersection.
Chiles had asked for a review of the decision that replaced
the established Winter Springs postal facility with one at the
corner of Red Bug Road and Tuskawilla Road, outside the city
limits.
Mayor John Torcaso, in asking the senator for assistance
recently, had pointed out the new location was remote from most
of the city' s 18 ,000 residents and therefore inconvenient.
The postal service intends to continue the Red Bug-Tuskawilla
post office to serve that fast-growing area of the county .
Jacobsen indicated it would require at least two months to
get the new Winter Springs post office open. Bid notice must be
posted for 21 days , then bids evaluated and contracts completed.

As you probably know by now, the City of Winter Springs will have a
contract postal station. This request was not as you pointed out based
on political boundaries, but on the needs of the residents of this City.
Your statement (Quote) "that many people living in South Seminole County

offensive to me and should be to those residents. I did not realize

try and do something for their people.
I was elected to serve the residents of this City and one of their

Dear Senator Chiles:
Enclosed are copies of correspondence which should shed some light
on the subject matter.
The correspondence you received from Mr. William W. Bergen (Acting
Representative) is very misleading in regards to what, where or when a
post office will be built in Winter Springs. In my office a couple of
months ago, Mr. Bob Kelley and Mr. Charles Jacobson of the Postal Division
at the Orlando Airport, discussed the forthcoming building of a post office
in Winter Springs. We discussed this for an hour or so.
Mr. Jacobson said that a post office site in Winter Springs area would
be selected sometime this year — 1986, and possibly be built in 1987. Our
City Planner gave an updated map of our area to Mr. Kelley. Mr. Kelley
and Mr. Jacobson gave us an approximate detail of what the new post office
would be like and that the postal realty personnel would be looking at certain
sites in Winter Springs and after deciding on a location, would go out for bids.
They would also decide whether to buy or lease.
Senator, I am not dreaming of these projects; your office knows that I
have been fighting for a full service post office at least eight years now
and someone is confusing the issue. I do now know what is going on except
that the Postal Department is acutely aware of my feelings in the matter, and
I intend to pursue this quest which our residents deserve.

Dear Senator Chiles:
This is in response to your correspondence of May 19 on
behalf of the Honorable John V. Torcaso, Mayor of Winter
Springs, concerning plans for a post office at Winter
Springs.
Postal services are currently provided to residents of Winter
Springs by a contractor-operated Community Post Office (CPO)
under the administration of the Casselberry Post Office.
Mayor Torcaso has been advised on several previous occasions
that there are no present plans to replace the CPO although
population growth may justify the establishment of a classi-
fied branch (i.e. , postal-operated) at some time in the
future.
The new facility to which Mayor Torcaso references may be the
new building planned for Casselberry. This project is still
in the early stages and is not scheduled for completion until
1989 or 1990. It is too early to determine the location of
the site or when construction bids might be solicited, since
it is necessary to perform facility needs evaluations and
retail analyses before this can be done.

Springs Postal facility. The boundaries you mention are all in the City
limits and acceptable. The City Staff is now reviewing the contents of
your letter and will recommend certain areas that should comply with all
the items you have listed.
If it is at all possible we would like to arrange a meeting between
you, the City Manager and Staff, and myself to go over these recommendations
so that what is selected is in the best interest of the residents of the
City of Winter Springs.

Dear Mayor Torcaso:
The United States Postal Service is conducting a study to determine
the requirements for a new Classified Post Office.
The facility will be approximately 28,000 square feet on a site of
approximately 336, 000 square feet. Particulars are as follows
(estimated at move-in) :
1. Peak period employees - 96
2. Peak period private vehicles - 96
3. Peak period government vehicles - 50
4. Heavy truck for mail delivery - one truck will make two trips daily;
first at approximately 5: 30 A.M. and final at 6: 15 P.M.
5. Customer service counter and Post Office Boxes will be included.
6. Type of building considered is a conventional building designed to
be compatible with surrounding structures.
7. No other Postal facilities will be affected by this facility.
The preferred site area chosen is based on convenience for the
customer, availability of property, good ingress and egress for all
vehicles serving that area. The preferred site area boundaries are:
north - State Road 434; south - Winter Springs Blvd. ; east -
Tuskawilla Rd. ; west - Sunset Dr.
All building plans will be reviewed and approved by the appropriate
county departments after a site has been selected and property zoned.
In accordance with U. S. Postal Service requirements, we would
appreciate your furnishing this office with a letter indicating the
City concurs with the preferred site area. Your letter is
necessary to complete our file and will expedite the planning and
construction of the proposed facility.
