Meeting Authorization
REQUEST: The Parks and Recreation Department is requesting the Commission
approve staff preparing a grant application,with the assistance of Berryman
and Henigar, for future land acquisition relative to the expansion of Central
Winds Park.
PURPOSE: The purpose of this Board item is to seek commission approval to submit a
Florida Communities Trust-Preservation 2000 Grant/Department of Community
Affairs application.
CONSIDERATIONS:
* The City of Winter Springs has become aware that two (2) contiguous
property parcels are available for purchase that are located north of Orange
Avenue. Information regarding these properties is as follows:
(A) One parcel is located at 1112 Orange Avenue and is owned by Ms.
Jamie Lehr. Initial information from the Realtor states that the
parcel contains 4.5 total acres with one(1)acre being a"water
acre". "Asking"price is $199,000.00 ($44,220.00 per acre).The
Realtor agent stated that an appraisal has not been made on the
property since improvements were made and he knew the present
asking price was hivh.
(B) The second parcel is located contiguous and east of the parcel
listed in(A) above and the owner,Mr. William Lee Sanders lives
out of state. The City's Land Management Specialist reports that

on May 17, 1995 the parcel was appraised at$95,260.00 and
contains 4.33 acres($22,000.00 per acre)

(C) Total acreage for the two parcels is approximately 8.83+-.
(D) If purchased,the City would only commit to appraisal value.
* City staff recently became cognizant that the Florida Communities
Trust/Preservation 2000 will be offering grant opportunities to
communities for the purpose of land acquisition for natural resource
conservation, outdoor recreation and urban greenspaces.
Preservation 2000 Grants to be awarded by the Trust are funded in the
amount of$21.5 million. See attachments 1, 1A; 1B.
Counties with a population of 50,000+ and cities with populations of
10,000+must provide some level of match funding, however, no
designation or match requirement is stated, although some match limit is
required for the purpose of demonstrating a local commitment to the
project. The grants are reviewed and awarded on total rankings per
cumulative points awarded. Matching funding criteria relative to points
awarded are as listed below:
50% match 10 points
55% match 15 points
60% match 20 points
x Due to the grant application deadline of 5:00pm August 8, 1996 a"Team
Effort" approach was elected by support staff by joining hands with the
consultant group of Berryman& Henigar to prepare the grant application.
Mr.Fred Goodrow,Planing Division Director of Berryman&Henigar
has past experience with Preservation 2000 Grant Applications with 100%
success in those he has submitted being awarded.

ISSUE ANALYSIS:
* The Parks and Recreation Department staff has recently concluded that the
existing 69 acre parcel/Central Winds Park does not contain sufficient
existing acreage to carry out the balance of construction of the master plan
amenities without compromising the designed function of some areas of
the park. Future plans or needs include pool,tennis facilities, basketball
facilities, community center, administrative/staff offices,
amphitheatre/stage,boardwalks and drastically needed expanded parking.
The basic issue which needs to be aired and concluded is does the City of
Winter Springs want to commit to the expansion of the park in order to
assure that passive amenities and active amenities function separately?
* If the answer to the latter is yes then the question before us is-do we take
this opportunity to persue the Preservation 2000 grant to hopefully provide
funding for acquiring the two (2) "North-Orange Avenue" parcels?
We feel that the successful acquisition of the two parcels would eventually
serve to provide the development opportunity to possibly renovate and
convert an existing house to administrative offices and the passive areas as
picnic areas and/or interpretive trails and boardwalks.
FUNDING:
* Some matching funds must be provided, however,the grant does not
stipulate the amount required. Essentially any amount from something less
than 1%to 100%. We will receive no awarded points for electing to match
less than 50% match. We are recommending a 10% match in order to meet
the minimum realistic requirements. Purchase price is estimated to be
between $275-$300K. 10% match would compute at $27,500.00 to
$30,000.00. The match funding would be allocated from the General Fund
Reserve.

Consultant/Berryman &Henigar has submitted a proposal to assist the
City in the amount of$3,115.00 to complete the grant application and and

submission by 5:00pm on August 8, 1996. The funding to satisfy the
consultants fee is recommended to be reallocated from the Parks and
Recreation 1995-1996 Capital Improvement Line Code 7200-56310 (this
is possible due to the previously funded exercise equipment at Trotwood
Park being donated). .
RECOMMENDATION:
* The Parks and Recreation Department recommends that the Commission
consider for approval and subsequent authorization by the City Manager:
(A) The application and submission of a Florida Communities Trust-
Preservation 2000 for the purpose of acquiring the two properties
located at 1112-*Orange Avenue with the stipulation that the City
of Winter Springs will provide a 10%project match not to exceed
$30,000.00 which would be funded from the General Fund
Reserves.

(g) Approval to fund the upset maximum consultant cost at$3,115.00
from the Parks and Recreation Department's 1995-1996 Capital
Outlays Line Code 7200-56310.
IMPLEMENTATION SCHEDULE:
* Preservation 2000 Grant submission deadline is 5:00pm August 8, 1996.
