New councilmen will be sworn in on Dec. 1. - (/- o New election- asked for Winter Springs By MIKE FIEDLER M WY- WINTER SPRINGS — A former city councilman has filed a complaint with the Seminole County Supervisor of Electiofs, charging that overcrowding and contusion in one of the city's three precincts "robbed a lot of city residents of their right to vote." In a notarized letter to Winter Springs City Clerk Mary Norton, former councilman John W. Daniels asked for an investigation of palling procedures in Precinct 50 because of "terrible over- Crowding and just plain bad instructions from the poll workers on how to vote in the city elections." The complaint was forwarded to Elections Supervisor Camilla Bruce, because county officials supervised the elections here. Daniels said he is asking that new city elections be held in Precinct 50 if the number of eligible voters who cast ballots in county and national elections exceeds the number of voters in the city elections by more than 9 votes, the margin of victory in one of the city's three council races. "My concern is that there are people who are city residents who did not get to vote, just because of the'overcrowding and confusion. We had a very close race, and it would be a real in- justice if someone lost the election because they didn't see the line for city elections," Daniels said. - On Tuesday, voters would first receive a county and national ballot in one line, and a city ballot in another line. But, Daniels -smd,Volans waiting to cast their ballots in the county and na- tional elections blocked the view to the table where the city bal- lot punch cards were distributed. Daniels said the overcrowding and lack of instruction from the poll workers on who could vote in the city elections was com- pounded by the fact that not all Precinct 50 voters are Winter Springs city residents. "A lot of people have different mailing addresses, and they don't even realize they're city residents until they get their tax bills," he said. "There just has to be a more orderly way to run these things, especially if it's going to end up costing people elections." Bruce acknowledged receipt of the complaint, and said It is being studied by county lawyers to see what effect it will have on the Section. Mrs. Bruce admitted that she received several complaints about overcrowding and confusion at Precinct 50, but said she did not know if it will have any effect on the elec- tion outcome. Daniels, who was one of two councilmen who led an unsuc- easeful drive to de-annex the Tuscawilla subdivision from Winter Springs, admitted that he had voted for one of the losing candi- dates in Tuesday's Section, but strongly denied any political motive for his complaint. "I'm not doing this in support of anyone In particular," he said. "I'd just like an investigation into a situation where there's a strong possibility of injustice to all the candidates."
