Talks continue over road
to proposed Oviedo mall
WINTER SPRINGS—A city ne-
gotiating team and developers are
still discussing an entrance road to
a planned mall at Oviedo Crossing.
Winter Springs representatives
have been talking since Friday with
mall developer The Rouse Co. and
The Viera Co,the landowner,about
building a road across a city-owned
10-foot conservation easement.
On Monday, Viera spokesman
Tom Morgan could only confirm
that talks were continuing. He de-
clined to speculate on whether an
agreement would be reached.
The easement is blocking mall ac-
cess to either Winter Springs Boule-
vard or State Road 426.Without the
secondary entrance mad,Rouse offi-
cials say they cannot build the mall

Agreement
clears way
for new mall
By Will Wellona
OF THE SENTINEL STAFF
OVIEDO'—The builders of the
proposed Oviedo mall have
reached a settlement with the
Tuscawilla Homeowners Associ-
ation.
Tuscawilla has agreed to drop
its legal challenge to The Market-
place at Oviedo Crossing,and The
Rouse Co. has agreed not to seek
related legal costs and damages.
The settlement,filed Monday,is
expected to help clear the way for
Rouse to break ground on an
800,000-square-foot mall by Au-
gust if not sooner. The mall,to be
north of Red Bug Lake Road at
the Central Florida GreeneWay, is
expected to have Dillard's and
Gayfers as its major anchors.
Tuscawilla representatives de-
clined to comment on the settle-
ment. In the deal, Rouse Pledged
never to build a mall entrance road
connecting to winter Springs Boule-
vard. An influx of traffic through
the upscale community had been a
concern of mall opponents.
Tuscawilla's legal challenge was
paid for by Waterford Property
Holdings Inc., owners of a rival
mall site in east Orange County.
Waterford's involvement was held
secret until last month.
Rouse attorneys were low-key
about the settlement. Attorney
Hal Kantor said the deal was "an-
other step in moving forward to
get the mall built."
