The Public Works Department requesting authorization to issue a purchase order
to Barracuda Building Corporation for construction of the Sheoah Boulevard Drainage
Improvements in the amount of $42,089 plus a 10% contingency.
SYNOPSIS:
The Sheoah Boulevard Drainage Improvements project consists of grading, stormwater, and
roadway improvements along the west side of Sheoah Boulevard between Shepard Road
and Aberdeen Lane. This agenda item is to award the work to the lowest responsive bidder,
Barracuda Building Corporation, in the amount of $42,089.
CONSIDERATIONS:
. The existing swale drainage system along the west side of Sheoah Boulevard between
Shepard Road and Aberdeen Lane has periodically experienced drainage problems
due to poor soil conditions, poor grading, and impacts from vehicles driving over or
parking in the swale. The Sheoah Boulevard Drainage Improvements Project
addresses these problems and consists of the following items:
• Installation of a raised curb and gutter adjacent to the roadway shoulder for the
first 280 -feet along the west side of Sheoah Blvd. from Shepard Road
• Re- grading of the existing swale including importing of clean fill material
• Replacement of the existing underdrain system
• Sidewalk and roadway improvements at the southwest corner of Sheoah Blvd.
and Shepard Road to improve drainage and pedestrian safety

The Sheoah Boulevard Drainage Improvements project was issued for bidding to
three qualified contractors who have performed similar work for the City in the past.
Barracuda Building Corporation had the lowest bid in the amount of $24,995 and the
project was awarded to Barracuda Building Corporation. Shortly after commencing
work, it was discovered that the existing underdrain had to be removed and replaced.
The cost to replace the underdrain system is $17,094, which brings the modified total
project cost to $42,089. Since the modified total project cost exceeds the City
Manager's approval limit, City Commission approval is required.
. Construction is expected to be complete by the end of June 2015.
FISCAL IMPACT:
The project cost is $42,089 plus a 10% contingency, funded by the Stormwater Utility Fund.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission approve issuing a purchase order to Barracuda
Building Corporation for construction of the Sheoah Boulevard Drainage Improvements in
the amount of $42,089 plus a 10% contingency, and authorize the City Manager and City
Attorney to prepare and execute any and all applicable documents.

Dear Mr. Hutchings,
Barracuda Building Corp. proposes to construct the following scope of work for the sum of twenty four thousand nine
hundred ninety five dollars ($24,995.00) including labor, materials, equipment, insurance & taxes:
• Temp toilet
• Temp water (meters provided by others)
• Clearing & grubbing
• Imported fill as needed to grade area behind new curb
• Cleanup for our scope of work
• Re -rock base 24" thick under new curb
• New concrete flume, sidewalk & F curb
• 20 SF of detectable warning system @ concrete ramps
• 14 SY of 2" thick asphalt paving with re -rock base around existing inlet
• Bahia sod — 6000 SF
The following is a list of clarifications & qualifications to our proposal:
• Permits are excluded
• Relocation or repairs of existing utilities is excluded, including irrigation
• Maintenance of traffic by the City of Winter Springs

Underdrain Change Order Proposal
Dear Mr. Hutchings,
Barracuda Building Corp. proposes to constructthe following scope of work for the sum of seventeen thousand ninety
four dollars ($17,094.00) including labor, materials, equipment, insurance & taxes:
• Clearing & grubbing
• Cleanup for our scope of work
• Grading
• Demo & removal of the existing underdrain under roadway
• Now underdrain 282 LF (this includes filter fabric, 6" HDPE sock perforated pipe, #4 crushed concrete,1
cleanout)
• Wellpoint dewatering system associated with the new underdrain system
The following is a breakdown of our pricing for this project:
• Remobilization = $1,229.00
• Demo & removal of existing underdrain system = $1,888.00
• New underdrain system = $10,787.00
• Wellpoint system = $3,190.00
Total $17,094.00

• MOT by the City of Winter Springs
