CALL TO ORDER
The Regular Meeting of Wednesday, March 25, 2015 (Rescheduled from March 18,
2015) of the Bicycle and Pedestrian Advisory Committee was called to Order at 5:30
p.m. by Vice-Chairperson Gary Brook in the Commission Chambers of the Municipal
Building(City Hall, 1126 East State Road 434, Winter Springs,Florida 32708).

Community Development Department-Planning Division Is Providing The Bicycle
And Pedestrian Advisory Committee (BPAC) Updated Information Regarding The
Draft Wayfinding Design Manual; Final Engineering Plan Approval For The
Intersection Improvements At S.R. 434 And Tuskawilla Road (Market Square);
And Draft Town Center Signage.
Mr. Randy Stevenson, ASLA, AICP, Director, Community Development Department
started the presentation by briefly covering "Tier 1", "Tier 2", and "Tier 3" of the
Wayfinding Design Manual and the locations of the signs.

As an option on "Tier 3" (Pedestrian Signage), Mr. Stevenson suggested placing
advertising or charging a fee to Town Center businesses for use of the signs. In addition, �r
Mr. Stevenson mentioned that Staff is working with the Seminole County CRA
(Community Redevelopment Agency) through City Commissioner Pam Carroll to obtain
additional funding for "Tier 1" Columns at the various entry points of the City. Mr.
Stevenson also showed proposed LED (Light-Emitting Diode) signs and their locations in
the Town Center.
Next, Mr. Stevenson gave a brief update on the Market Square project, which included
traffic flow, intersection improvements, signs, and parking.
Committee Member Brook inquired about the paid advertising on the pedestrian signs.
Mr. Stevenson explained, "We don't own this property. Even though we are trying to
help with the design, it is going to be paid for by the owner of the Town Center."
Chairperson Mah followed by asking, We have buy-in from the owners?" Mr.
Stevenson replied, "Yes. Before we decided to invest any dollars in a small design effort,
we had to have their buy-in first. They actually have dollars budgeted." Further
discussion.
Vice-Chairperson Finley mentioned that he read that part of the Wayfinding Sign Project
was federally funded and asked about the remaining funding. Mr. Stevenson pointed out
that it may have to be paid for by the City, but that Staff was looking for Grants to fund
the remaining portion of the project; and Staff needs the final version of the Wayfinding
Design Manual approved by FDOT (Florida Department of Transportation) to submit
requests for Grants.
In addition to the presentation, Mr. Bobby Howell, AICP, Planner, Community
Development Department briefly covered the "Missing Link" portion of the Cross-
Seminole Trail. It was noted that Staff expects the land swap issues to be resolved by the
summer or fall of 2015. Much discussion.
Mr. Howell also explained that he is the City's representative on the MetroPlan Orlando
Bicycle and Pedestrian Advisory Committee and explained that the role of MetroPlan
Orlando is to disperse federal funds to metropolitan areas for pedestrian and bicycle
centered projects. Mr. Howell mentioned that the MetroPlan Orlando Bicycle and
Pedestrian Advisory Committee would be dissolved in the next two (2) years, and the
responsibilities of the Committee would then be handled by other MetroPlan Orlando
Committees, and he would soon know how the City might be affected.
Furthermore, Mr. Howell explained that MetroPlan Orlando disperses the federal funds
through a "Prioritized Project List". Currently, there are thirty (30) projects on the list
and the City of Winter Springs has two (2) projects on this list, and our projects are
ranked in importance at number twenty-two(22) and number twenty-four(24).

Mr. Howell added, "It could be potentially up to the year 2040 before we get some of a„*
those funds. Those two (2) projects are the sidewalks in the Town Center. It is a big �r
project. We are asking for almost three hundred thousand dollars ($300,000.00)." The
other project was noted as, "The Village Walk area, which is on the west side of town
over by the Winter Springs Elementary School." Discussion.
Mr. Stevenson added that Staff was seeking to get some of the Town Center sidewalks
paid for by recent development projects, followed by further comments. Mr. Stevenson
added, "Hopefully by the time the next meeting comes around we will have gone a long
way — I am hoping to have not only the Wayfinding Signage finalized, but also the
signage over in the Town Center."
Committee Member Brook asked if Staff planned to hold the next Bicycle and Pedestrian
Advisory Committee Regular Meeting currently scheduled for June 17, 2015. Mr.
Stevenson responded by saying, "Yes, Sir, That is the plan."
