REQUEST:
Public Works Department requesting authorization to execute Amendment #1 to the City's
Agreement with DRMP, Inc. in the amount of $30,060.24 for construction engineering and
inspection services for the Intersection Improvements at SR 434 and Tuskawilla Road
project, Request for Qualifications (RFQ) #002 /15/1317.
SYNOPSIS:
DRMP, Inc. is under contract with the City to perform construction engineering and
inspection (CEI) services for the upcoming Intersection Improvements at SR 434 and
Tuskawilla Road (Market Square) construction project. Amendment #1 to DRMP's contract
provides an additional $30,060.24 based on the increased construction duration that was
adjusted during the construction bidding period. The total contract amount will increase to
$190,060.94 and is all federally funded through the City's Local Agency Program (LAP)
Agreement with FDOT.
CONSIDERATIONS:
. The Intersection Improvements at S.R. 434 and Tuskawilla Road project will be
starting construction in June 2015. At the January 26, 2015 City Commission
meeting, the Commission authorized entering into an agreement with DRMP, Inc. in
the amount of $160,000.70 to provide construction engineering and inspection (CEI)
services required by FDOT.
. During the construction bidding period, the City heard from several contractors that
the construction duration of 180 days was insufficient for the project. After
consulting with FDOT and the design team, the construction contract duration was

increased to 220 days. The additional 40 days of construction requires additional
time for DRMP's CEI staff that was not included in their initial contract. The cost
increase for the new contract duration is $30,060.24 and brings the total contract
amount to $190,060.94. Please refer to Exhibit 1 for DRMP's complete proposal.
. The full amount of $190,060.94 for DRMP's CEI services is federally funded through
the City's Local Agency Program (LAP) agreement with FDOT, which was recently
approved to fully fund the additional CEI services requested in this agenda item.
CEI services are performed by a professional engineering firm and include tasks such
as: onsite inspection, construction administration, verification testing, and survey
control. City Staff does not have the resources or expertise to perform these services
with in -house personnel. Consulting firms performing CEI services for FDOT must
be pre - qualified by FDOT in the applicable work types, which for this project include
Highway Materials Testing, Roadway Construction Engineering Inspection, and
Construction Materials Inspection.
FISCAL IMPACT:
The total cost of the CEI services in the amount of $190,060.94, including Amendment #1
in the amount of $30,060.24, is entirely federally funded and has no fiscal impact to the
City.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission authorize executing Amendment #1 to the City's
Agreement with DRMP, Inc. in the amount of $30,060.24 for construction engineering and
inspection services for the Intersection Improvements at SR 434 and Tuskawilla Road
project, and authorize the City Manager and City Attorney to prepare and execute any and
all applicable documents.

AMENDMENT #1
This is Amendment #1 to the Agreement for Engineering Services between the City of
Winter Springs and DRMP, Inc. dated February 19, 2015 for Intersection Improvements at
S.R. 434 and Tuskawilla Road.
The Scope of Services for Amendment #1 shall be as described in the attached proposal
from DRMP dated May 4, 2015.
Amendment #1 hereby increases the total fee by $30,060.24 to a new total of
$190,060.94.

Fee Proposal - Revised to 220 Day Construction Time Period
Dear Mr. Fields:
DRMP, Inc. is pleased to provide this Fee Proposal as requested for completion of CEI Services on
the above referenced project. CEI Services are to be provided to determine that the construction of
these planned improvements is completed in reasonable conformance with the contract plans and
specifications. Included herein, please find a proposed manhour estimate for completion of these
CEI Services. Our fee proposal, to provide the requested CEI Services is $190,060.94.
DRMP's approach to this project is to provide a part-time construction administration staff and a
part -time field Inspector for the 220 -day construction period. We have visited the project site and
become familiar with the project field conditions, contract plans, and the construction operations
required to provide these planned improvements. Our Man-Hour Estimate is:

project close -out activities. We will make and record any measurements necessary to calculate and
document the pay item quantities, prepare a tabulation of pay item quantities completed to -date,

estimate of work completed by the Contractor.

DRMP will be prepared to provide and assign a second project Inspector, if needed. This Inspector
will have similar project experience as a CEI on FDOT roadway type projects. This employee's
area of responsibility will include: inspection of construction activities; project coordination with
Contractor's field personnel; project field books preparation and documentation; density log book
preparation and documentation; materials sampling and testing; NPDES /SWPPP inspection and
documentation; and assisting with preparation of the Final Estimate package.
Enclosed herein, please find our manhour estimate, FDOT allowable costs backup, and our fee
proposal. With the significant and positive support of DRMP's Principals, we have the commitment
to provide Quality CET Services in a cost effective manner to our clients. DRMP is excited about
