REQUEST:
Staff requesting Commission to receive information regarding the new Winter Springs
Utility Bill design and format.
SYNOPSIS:
Over the past year, staff has been working to complete the implementation of new software
(NEw World) that will drive and manage day-to-day activities of the City. This software has
allowed staff to redefine work flows and customer interactions to create a better
experience for the customer! One of many improvement is the redesign of the Utility
Bill.
CONSIDERATIONS:
In January of this year, the Utility Billing Department began migrating from the City's
existing Munis Administrative System to a new and improved integrated software package
{New World approved on July 23, 2012 (Item 601) contract signed February 2013.}. The
software has allowed for significant improvements to overall operations and customer
service. These improvements have/will continue to be rolled out over the next year.
One area of improvement the City targeted is the Utility Bill; which acts as the primary
collection tool for trash, water, sewer and storm water revenues. Until now, the appearance
and content of the bill was inflexible and antiquated. Over the past several years the utility
department has been developing a new bill profile based in-part on customer requests. The
new bill will include greater/easier options for remote payment, historical graphical water
consumption and scan able QR and barcode remittance stubs. Improvements are displayed
as follows:

As seen above this is a complete rewrite of the existing bill. It's designed with new features
that will interact with hardware to speed the customer through the payment process. This is
the first of many improvement that will be rolled out to the public in the year. Currently,
staff is studying the possibility of ATM machine deployment, self-serve kiosks and drive
through windows at City Hall. The goal of these initiatives is to provide 24/7 customer
access to utility information and to provide the most convenient payment methods available
at the lowest transaction costs.
FISCAL IMPACT:
There is a one time print setup fee of $1,000. There is no change in the costs associated
with the printing of this bill going forward.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
