HomeMy WebLinkAbout2015 02 03 Parks and Recreation Advisory Committee Regular Meeting Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING FEBRUARY 3, 2015 CALL TO ORDER The Regular Meeting of Tuesday, February 3, 2015 of the Parks and Recreation Advisory Committee was called to Order by Chairperson Arnie Nussbaum at 5:30 p.m., in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Arnie Nussbaum,present Vice-Chairperson Art Gallo, absent Committee Member Arsenio Calle, absent Committee Member Louis Chaves, present Committee Member Lynn Dehlinger, present Committee Member Ken Greenberg, present Committee Member Rick Lecky, present Committee Member Bob Osborne, present Committee Member Jim Van Kleunen, absent Assistant to the City Clerk Sean Beaudet, present A moment of silence was held for Military Service Members abroad, followed by the Pledge of Allegiance. No Agenda Changes were noted. Chairperson Nussbaum welcomed the Parks and Recreation Advisory Committee's newest Members, Mr. Bob Osborne and Ms. Lynn Dehlinger. REGULAR AGENDA- PART I REGULAR 600. Office Of The City Clerk The Office Of The City Clerk Is Requesting The Parks And Recreation Advisory Committee Hold An Election For The Position Of Chairperson For Calendar Year 2015. Chairperson Nussbaum shared his wish to continue serving as Chairperson of the Parks and Recreation Advisory Committee. Office Of The City Clerk The Office Of The City Clerk Is Requesting The Parks And Recreation Advisory Committee Hold An Election For The Position Of Vice-Chairperson For Calendar Year 2014. "I NOMINATE KEN GREENBERG." MOTION BY CHAIRPERSON NUSSBAUM. SECONDED BY COMMITTEE MEMBER LECKY. DISCUSSION. MOTION CARRIED UNANIMOUSLY WITH NO OBJECTIONS. AWARDS AND PRESENTATIONS AWARDS AND PRESENTATIONS 100. Parks and Recreation Department The Parks And Recreation Department Would Like The Parks And Recreation Advisory Committee To Receive An Update On The Parks Projects. Mr. Chris Caldwell, Director, Parks and Recreation Department showed a PowerPoint Presentation and explained improvements that had been made at various parks in the City. INFORMATIONAL AGENDA INFORMATIONAL 200. Parks and Recreation Department The Parks And Recreation Department Wishes To Invite The Parks And Recreation Advisory Committee Members To The Winter Springs Babe Ruth Opening Day Ceremonies On Saturday, February 21St At 10:30 A.M.At Central Winds Park. Parks and Recreation Department The Parks And Recreation Department Would Like To Provide Their 2014 "List Of Accomplishments" To The Parks And Recreation Advisory Committee. This Agenda Item began with Mr. Caldwell covering the list of improvements that have been made at various facilities during the previous year. PUBLIC INPUT Chairperson Nussbaum opened "Public Input". No one spoke. Chairperson Nussbaum closed "Public Input". CONSENT AGENDA CONSENT 300. Office Of The City Clerk The Office Of The City Clerk Is Requesting The Parks And Recreation Advisory Committee Review And Approve The Thursday, November 6, 2014 (Rescheduled from November 4, 2014) Parks And Recreation Advisory Committee Regular Meeting Minutes. Referencing Informational Agenda Item "200" from the November 6, 2014 Parks and Recreation Advisory Committee Minutes, Mr. Caldwell mentioned for the Record that the Shade Structure Project had a new completion date proposed for February 13th, 2015. "I MOVE TO APPROVE THE MINUTES." MOTION BY COMMITTEE MEMBER LECKY. SECONDED BY VICE-CHAIRPERSON GREENBERG. DISCUSSION. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used REGULAR AGENDA- PART II REGULAR 602. Parks And Recreation Department The Parks And Recreation Department Requests That The Parks And Recreation Advisory Committee Discuss The 2014 Land And Water Conservation Fund Grant For Torcaso Park. Presenting this Agenda Item, Mr. Caldwell mentioned that the Land and Water Conservation Fund Grant was awarded to the City and it allows three (3) years to utilize the funds to improve Torcaso Park. Continuing, Mr. Caldwell commented on a Master Plan, and possible projects which may be included and/or enhanced: basketball courts, picnic facilities, trails, pier (for fishing), playground, splash pad play area, and parking. Furthermore, remarks followed on matching funds, limited usage of the Torcaso Park Splash Pad, procedures used to monitor usage, operating costs, pavilions available for rent, communicating with residents about the Splash Pad, and residents preferring to take their children to Trotwood Splash Pad due to its proximity to the playground. REGULAR 603. Parks And Recreation Department The Parks And Recreation Department Requests That The Parks And Recreation Advisory Committee Discuss And Give Input Related To The Results Of A Neighborhood Park Assessment Survey. Mr. Caldwell presented the Agenda Item and thanked the Parks and Recreation Advisory Committee Members for their suggestions at the last meeting regarding the Neighborhood Park Assessment Survey for Fruitwood Park, and shared results of the Survey. Comments ensued on the primary uses of the park by the residents and that some residents preferred that Fruitwood Park remain a small neighborhood park, possibly adding in some kind of swing, improvements to the field, possibly conducting a similar Survey for Torcaso Park, and possibly adding shade trees close to the new swing. In other City business, Mr. Caldwell mentioned the Parks and Recreation Department "Employee of the Year" winner was Mr. Ron Shadron, Guest Services, Parks and Recreation Department, and that he would be honored at the February 9, 2015 City Commission Regular Meeting.
