REQUEST:
The Public Works and Police Departments request authorization to purchase a Traffic
Control Trailer from NDI Recognition Systems of Winter Springs at a cost of $34,400.00.
SYNOPSIS:
The Traffic Control Trailer will be used for responding to speeding complaints, conducting
traffic counts, and providing limited traffic messaging. It will replace an existing trailer
which needs repairs in excess of the equipment value. The price is $34,400.00.
CONSIDERATIONS:
The Traffic Control Trailer replaces an existing traffic control trailer that requires repairs in
excess of its value. As was the case for the existing unit, this traffic control trailer will be
used for responding to speeding complaints, provide limited messaging and conducting
traffic counts. In addition, the new unit has a license plate reader feature that could be used
for addressing cut through traffic complaints or expanding the capabilities of other law
enforcement activities.
This trailer is being purchased under the Sole Source criteria of the City's purchasing
policy. NDI Recognition Systems is the only vendor who has software compatible with the
systems used by the local law enforcement agencies. A copy of the Sole Source
justification is attached.
The trailer is being purchased from the Transportation Improvement Fund (Local Option
Gas Tax). Although the failure and subsequent replacement of the existing trailer was not
budgeted, the full $45K budgeted in FY 2015 for radio replacement in this fund was not

needed due to the efforts of the Police Department in getting replacement radios donated to
the City (Consent 304, 10/13/2014).
FISCAL IMPACT:
The traffic control trailer will be purchased from the Transportation Improvement Fund
Capital Equipment line code (120 -41- 0000 - 560460) at a cost of $34,400. Funds will be
expended in 45 days.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
The Public Works and Police Departments recommend the City Commission authorize
the purchase of a Traffic Control Trailer from NDI Recognition Systems of Winter
Springs at a cost of $34,400.00 payable from the Transportation Improvement Fund Capital
Equipment line code (120 -41- 0000 - 560460) .

This is to confirm that NDI Technologies Inc., a Florida Corporation is the designer, developer, author and sole source of supply
for the full range of VeriPlate ALPR solutions as previously demonstrated and now in current use by the Florida Highway Patrol
and over 70 law enforcement agencies throughout Florida including the Seminole County Sheriff's Office, Sanford Police
Department, Longwood Police Department and the Altamonte Springs Police Department who all operate in a Countywide
data sharing single ALPR server deployment. (Sole Source)
NDI's ALPR Back -Office solution known as VISCE, which is today deployed with the Seminole County Sheriff's Office and the
County wide Police Departments, is a proprietary application with an associated proprietary database. There is no known
vendor in the industry that can send, receive, store, transmit and /or query NDI's proprietary database. NDI, and Only NDI can
provide additional ALPR cameras and ALPR processors that can seamlessly integrate with Seminole County's existing VISCEALPR
database and allow Winter Springs PD true data - sharing interoperability of ALPR data. No other ALPR vendor can integrate with
NDI's solutions. NDI does not provide any interfaces or custom scripts for any vendor other than NDI to access NDI's proprietary

Camera Mounting
Agency /Client to provide all necessary and /or required site permits, clearance and /or poles for Commissioning services
as well as traffic control if necessary during installation and commissioning. NDI to provide commissioning of the
system. Optimum ALPR camera mounting height is 15 to 18 feet above the roadway of travel.
Electricity
Agency / Client will provide 110V A/C power at each processor location. Each processor will be directly wired into the
customer supplied junction box for continuous power service. It is highly recommended that each pole /power run be
outfitted with a lightning /surge suppression system and a lockable power breaker /disconnect located within easy reach
near the bottom of the pole. The Agency / Client will be responsible for physical and electrical installation. NDI will
provide commissioning of the system.
User, Training
Comprehensive user training (up to ten trainees) is included at the time of installation and will include camera
operation; hot -list management and VISCE back office functionality. NDI will also provide at "No- Charge" periodic
scheduled online web refresher training for up to ten (10) attendees during the 1St year. (Agency may attend up to any 3
sessions)
NDI's VISCE Server Requirements
No server requirements since the agency will connect directly to the SLED server using Internet Explorer 9.
Lead Time
Lead -time from receipt of order to installation is typically 4 to 6 weeks unless otherwise agreed upon.
Payment Terms
NDI will invoice for the hardware / software when shipped from NDI's offices in Longwood, Florida and all warranty will
commence on that date, regardless of installation date, in- service date or go -live date. All payments are due on receipt
of invoice. Installation fees will be invoiced and are due as incurred. All Prices are in U.S. Dollars. Fees and prices are
exclusive of tariffs, duties or taxes imposed or levied by a government or governmental agency.
Annual Renewable Software & Hardware "Gold Level" Maintenance / "On- site" Support Agreement
Provided that the Agency / Client maintain a "Gold Level" active annual support agreement all software and hardware,
including travel related expenses, will be covered by on -site repair and /or replacement. Should an Agency / Client elect
to NOT maintain an active support agreement, NDI will charge a daily rate of $1,250.00 for on -site support, and Agency/
Client is also responsible for any parts as may be required. An Agency outside of an active support agreement may also
mail in parts pursuant to the annual support agreement for repair in lieu of the on -site charges. In Fixed / Static
installations the Agency / Client is continually responsible for ensuring that a properly established and maintained
electrical connection and internet connection is available.
