• Original hearing was on Oct. 28, 2014. There is an order of
the Board indicating violations of City Ord. 13-2 (C)
(Overgrown Yard & Unsafe/Unsanitary); CityOrd. 13-2 (E)
(Stagnant Pool); City Ord. 17- 1 (Obstructing Streets and
Sidewalk); IPMC 302.7 (Accessory Structure); IPMC
303 .2 (Enclosures) IPMC 304.2 (Protective Treatment);
IPMC 304.7 (Roofs and Drainage); IPMC 308. 1
(Infestation). The owners were given until November 14,
2014 to make the corrections or a fine of $250.00 a day
would be imposed.

• The pool 'was secured by the city crew on November 25,
2014. The sidewalk has been cleared of branches. All other
violations have not been addressed.
• March 10, 2015 : Notice of Non-Compliance was posted at
the residence and City Hall. Registered letter was also sent
to owner on record. Per USPS website the certified notice
was left on March 12, 2015 with no authorized recipient
available to sign for it.

• March 16, 2015 : Angie Jacobs, who is the daughter of the
owner on record, came into the station to let me know that
her mother had been served with papers by the bank
regarding foreclosure and they would be taking over the
property soon. Mrs. Jacobs advised her mother had no way
to pay to fix violations on the property due to being elderly
and having no job.

All violations were not corrected by November 21 , 2014.
In regards to this case, I recommend the city correct the
stagnant pool and record services as a lien.
In regards to all other violations, I am recommending original
order of $250.00 a day be imposed as a lien.
