REGULAR MEETING
SEPTEMBER 17, 2014
CALL TO ORDER
The Regular Meeting of Wednesday, September 17, 2014 of the Bicycle and Pedestrian
Advisory Committee was called to Order at 5:30 p.m. by Chairperson William H.
Carpenter in the Commission Chambers of the Municipal Building (City Hall, 1126 East
State Road 434, Winter Springs, Florida 32708).

Requesting The Bicycle And Pedestrian Advisory Committee Review And Approve
The Wednesday, June 19, 2013 Bicycle And Pedestrian Advisory Committee
Regular Meeting Minutes.
Regarding the Approval of the June 19, 2013 Bicycle and Pedestrian Advisory
Committee Regular Meeting Minutes, Chairperson Carpenter stated, "Do I have a
Motion?"
"SO MOVED." MOTION BY VICE-CHAIRPERSON BROOK. SECONDED BY
COMMITTEE MEMBER PURCELL. DISCUSSION.
ON A SIDE NOTE, CHAIRPERSON CARPENTER MENTIONED THAT HE
WAS HOPING TO RECEIVE THE "MASTER PLAN OF BICYCLE ACCESS".
MR. RANDY STEVENSON, ASLA, AICP, DIRECTOR, COMMUNITY
DEVELOPMENT DEPARTMENT SAID THAT THEY WOULD LOOK INTO
PUTTING IT ON THE CITY'S WEBSITE. FURTHER COMMENTS.

400. REPORTS
Chairperson Carpenter mentioned a previously discussed Bicycle/Pedestrian connection
from Northern Way to Tusca Ridge; and noted that the resident that originally objected to
the connection has since moved. Chairperson Carpenter suggested working with the City
and Seminole County on a plan and that he would be willing to provide information to
City Staff. Further comments.
Vice-Chairperson Gary Brook suggested that the Tuscawilla Homeowners Association be
consulted with before moving forward with Seminole County.
Continuing, Mr. Stevenson said, "If we could get a Consensus on that, I'd appreciate it. It
is my understanding that you have some things you can send to Staff. I would like to look
at that and put that together before — Gary (Brook) made a good point — we go to either
HOA (Homeowners Association) on that." Chairperson Carpenter replied, "Definitely. I
will get the materials to you and you can get back to me with any questions."

Mr. Stevenson also asked for clarification on the exact connection point. Chairperson
Carpenter responded, "There's a power Easement that goes — across Northern Way..."
Committee Member Kok Wan Mah added, "... It's basically where Greenbriar Lane..."
Chairperson Carpenter continued, "...It would just go right down the middle of that
power Easement." Chairperson Carpenter also confirmed that the connection would be
strictly Bicycle/Pedestrian with the exclusion of vehicles (other than maintenance
vehicles).
Next, Chairperson Carpenter asked if there was any additional information about "The
Missing Link"which related to the Cross Seminole Trail.
Mr. Stevenson suggested that interested individuals could refer to the City Commission's
Informational Agenda Item "200" specifically for this past September 8th, 2014 City
Commission Meeting. With further comments, Mr. Stevenson let the Committee know
that they could call him if they had additional questions.

600. Community Development Department—Planning Division
Providing The Bicycle And Pedestrian Advisory Committee Updated Information
Regarding The Draft Wayfmding Design Manual.
Mr. Randy Woodruff, AICP, Senior Planner, Community Development Department
presented the Agenda Item by starting with a brief historical overview; and then
mentioned some of the latest considerations including a modification to the agreement
with National Sign Plazas (NSP), which was to include the entire City in the project,
specifically the Town Center, and to improve visibility along State Road 434.
Continuing with his presentation, Mr. Woodruff addressed various zoning tiers and
referenced a chart with graphics displaying examples of signs. In reference to the
images, Mr. Woodruff stated, "Our changes have to deal with the style of lettering that's
approved through DOT (Department of Transportation) — the actual type of sign
materials, the colors and in particular the number of destinations that are permitted based
upon State Statute."

Further remarks continued on the contract and that it was not just for design, but also for
engineered approved plans as well as maps depicting the signs' locations; and creating a
consistent aesthetic in the Town Center in relation to the rest of the City.
Discussion ensued on directional signage, promoting signage for pedestrians, signs on the
Cross Seminole Trail, usage of "QR" codes and informational kiosks on the Cross
Seminole Trail, constraining roadway segments in efforts to slow traffic in the Town
Center, frontage and sidewalks relative to the RiZE at Winter Springs project, and
possible distance marks along Cross Seminole Trail.
