Roll Call: Chairperson Arnie Nussbaum, present Vice - Chairperson Arthur Gallo, present Committee Member Arsenio Calle, absent Committee Member Louis Chaves, present Committee Member Yvonne Froscher, present Committee Member Kenneth Greenberg, absent Committee Member Richard Lecky, present Committee Member Clare Mumey, absent Committee Member James Van Kleunen, present Assistant to the City Clerk Sean Beaudet, present A moment of silence was held, followed by the Pledge of Allegiance. Parks And Recreation Department The Parks And Recreation Department Desires To Provide The Parks And Recreation Advisory Committee With Information Regarding The Shade Structure Project. Mr. Chris Caldwell, Director, Parks and Recreation Department noted this project had started, and completion was anticipated for December 8, 2014; and he offered to bring photographs of the completed project to the next Parks and Recreation Advisory Committee Meeting. INFORMATIONAL 201. Parks And Recreation Department The Parks And Recreation Department Desires To Invite The Parks And Recreation Advisory Committee To The Veteran's Day Event On Tuesday, November 11th At 6:00 P.M. At The Veteran's Memorial On Blumberg Avenue. Related to this Agenda Item, Mr. Caldwell noted that Chairperson Arnie Nussbaum would be the Master of Ceremonies for the event and welcomed all to attend. Office Of The City Clerk Requesting The Parks And Recreation Advisory Committee Review And Approve The Tuesday, August 5th, 2014 Parks And Recreation Advisory Committee Regular Meeting Minutes. "I MOVE TO APPROVE THE MEETING MINUTES." MOTION BY COMMITTEE MEMBER LECKY. SECONDED BY VICE - CHAIRPERSON GALLO. DISCUSSION. REPORTS No Reports were given. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used REGULAR AGENDA REGULAR 600. Parks And Recreation Department The Parks And Recreation Department Requests That The Parks And Recreation Advisory Committee Discuss Park Improvements And Future Plans For Design And Funding Of Projects. Mr. Caldwell presented the Agenda Item and briefly covered the recent improvements made to Trotwood Park, which included the basketball courts. Mr. Caldwell noted three (3) escalating price and material options for resurfacing the basketball courts; that staff chose the second option, as it would last five (5) years and was significantly less in price than the most expensive option; and the resurfacing process of the basketball courts. In addition, Mr. Caldwell mentioned that Staff would also be able to resurface the basketball courts at Sunshine Park and Moss Park with the funds already budgeted for this project. Discussion. Next, Mr. Caldwell addressed the parking lot at Trotwood Park and noted that Staff had asked CPH Engineers, Inc. for an updated design of the 2007 Master Plan; and the idea was to create a road through the park, with safety in mind. CITY OF WINTER SPRINGS, FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING — NOVEMBER 6, 2014 (RESCHEDULED FROM NOVEMBER 4, 2014) PAGE 4 OF 5 Much discussion ensued on slowing traffic on the road with different design options, removing two (2) tennis courts, adding a large pavilion in the open area of the park, pedestrian safety, the racquetball court, a warm up wall, that a previously proposed retention pond would not be needed with the removal of the two (2) tennis courts, the surface area of the parking lot, a possible multi -use warm up wall connected to the tennis courts, and a possible expansion of the parking lot along Trotwood Boulevard. REGULAR 601. Parks And Recreation Department The Parks And Recreation Department Requests That The Parks And Recreation Advisory Committee Discuss Parks That Need New Equipment And Discuss Creating A Survey To Get Input From The Residents Who Live Near Our Parks. Mr. Caldwell presented the item and first addressed Fruitwood Park. It was noted that the park is rather small in size; contains only one, older swing; and that Staff would like to communicate with the surrounding neighbors of the park to gauge what facilities those residents would like to see at Fruitwood Park. Mr. Caldwell added that other parks that would need addressing would be Moss Park and Winding Hollow Park. Staff believed the best way to achieve this was through a survey. To receive the best input from the residents on the survey, Mr. Caldwell asked, "What is the ideal number of questions? What are the questions we ask? I think we are all in agreement, as I've see your head's shake, what we want to do is a Needs Assessment. It is the right thing to do." A sample Survey put together by Staff was then shown. Committee Member Yvonne Froscher asked if the Survey was targeted to residents in the immediate vicinity of the park or city -wide. Mr. Caldwell replied, "The initial intent was to focus on the neighborhood parks and the area surrounding those parks." Further comments. Committee Member Louis Chaves thought five (5) questions would be appropriate and suggested adding the question, "What three (3) improvements would you like to see at the park," and recommended that options be listed, including a fill -in the blank; and adding the particular park name at the top of the Survey. Next, Committee Member Van Kleunen asked if a Needs Assessment had been done previously. Mr. Mike Barclay, Parks and Recreation Superintendant, Parks and Recreation Department replied that one was done eight (8) to ten (10) years ago. Mr. Caldwell thought that was a great idea and said, "Yes. We will make an online option." Committee Member Arthur Gallo mentioned that the residents closest to the individual parks should certainly be asked, considering noise and other issues from their homes in proximity to area parks. Committee Member Froscher inquired about the target area of the Survey's to the individual parks. Mr. Caldwell said, "It is usually walking distance. It is usually within a mile we find with neighborhood parks. Community parks are different, because they draw everyone." Brief discussion ensued on new style equipment options on the market that could be utilized, such as the "Oodle Swing" at Sam Smith Park. Summarizing the discussion on the Survey, Chairperson Nussbaum stated, "I think we came to Consensus that probably five (5) questions — would work." Mr. Caldwell added, "Also to give examples of specifically what they would like, put the title on the top of it, having it online as an option as well. So, we will go ahead and create that Survey and pass that on to you all." No objections were noted. PUBLIC INPUT Chairperson Nussbaum opened "Public Input". No one spoke.
