Concerned,I called city hall and spoke with one of the city planners who confirmed the proposed plan. Since that time,I have been working with my neighbors in Winter Springs Village,St.John's Landing and Tuscawilla Trace to change this plan. I have been fortunate to meet many knowledgeable,intelligent,well-spoken individuals who truly care about our neighborhoods and our city and have joined me in conveying our concerns to city commissioners and city staff. I have appreciated the opportunity to meet with city staff and commissioners about this issue and look forward to continued discussions. As a Residential Realtor,and as a homeowner,I am seriously concerned about a plan for more apartments for the following reasons: • Proximity of these apartments to our homes. As a Realtor,apartments in close proximity to higher end single family homes have a tendency to turn buyers away and decrease home values over concerns ranging from noise pollution to pet issues to safety issues. With the sheer number of apartments on top of the Cross Seminole Trail,the green space that makes the area so beautiful will be destroyed. Access to the trail and the green space surrounding it was one of the key selling points when WSV was built. • There are already 244 more apartments under construction at the west end of the Town Center(The RiZE). We are told the rental rates for The RiZE will be lower than the Pollack Shores apartments,yet PS will have less amenities. This is an obvious concern to us-what will happen to the PS development when they can't rent the units at their intended rate? Rates will drop and the apartments will then become a lower end housing option for a transient population. • A transient population has few ties to the community,its schools nor any interest in homes values. The sheer number of apartments from east to west on SR 434 is beginning to change the dynamic of what makes WS so unique. Once changed,it will not return. The reason why WS has earned national awards for a best place to live is because of the small town feel,committed residents and city officials who have roots in this community. • There are another 252 rental units just east of our neighborhoods on SR 434,The Legends. • There is another large apartment complex at the west end of Winter Springs,Moss Park Apartments with lower end rental rates. • There are also the apartments at Town Center,once sold as condominiums. • Parking at the Town Center has been and continues to be a problem for local residents. The sheer volume of these apartments will make it impossible to find a parking space. Yet,city staff will not commit to any solid plans for improving parking at the Town Center. • There have been discussions of a road running from PS to the Town Center to alleviate the traffic volume on Michael Blake Blvd.but no assurances from city staff nor the developer that this road would be constructed. Despite the posted speed limit signs,most drivers ignore them,causing safety issues for WSV pedestrians and children whose homes front Michael Blake. Please give strong consideration to these concerns. We don't want a town full of apartments. A single family home product would always be the best bet,especially in Winter Springs, as the market has demonstrated. Please say NO to the Pollack Shores Development as it has been proposed,from its original submission to the current plan to front the units on 434. More planning should be done and existing concerns addressed before any approval or further construction takes place. Thank you for supporting this petition. But we need to ask our city officials to make choices that reflect RESPONSIBLE growth. Choices reflective of a master plan for the economic health of our city for decades to come. Choices for the preservation of school quality; choices for traffic and parking planning; choices to preserve our invaluable green spaces which earned Winter Springs its Tree City USA title. Choices which preserve the national award we earned in 2007 and 2011 for one of the best places to live in the nation. Apartments are the current money making wave-they are going up all over Central Florida. Even the long established Flea World in Sanford will be torn down for 500 more apartments. Pollack Shores is based in Tampa. The owners of the land to be developed by the town center live in other states, as does their representative. They are not concerned with the welfare of our city nor our long-term property values-they are here to make their money and move on. Urban sprawl will not preserve our home values,will not keep our crime rates low,will definitely eliminate our green spaces. But with carefully planned choices and a proactive outreach toward responsible development, we can maintain the dynamic that makes us all want to live in Winter Springs. So -I'm asking all of you to keep this petition going, keep up the comments,make phone calls and most of all -PLEASE,come to these city meetings. The impact of hundreds of residents showing up at city hall says it all. We elected our commissioners to represent our interests. Let's make sure they know where we stand! As a Realtor,apartments in close proximity to higher end single family homes have a tendency to turn buyers away and decrease home values over concerns ranging from noise pollution to pet issues to safety issues. With the sheer number of apartments on top of the Cross Seminole Trail,the green space that makes the area so beautiful will be destroyed. Access to the trail and the green space surrounding it was one of the key selling points when WSV was built. There are already 244 more apartments under construction at the west end of the Town Center(The RiZE). We are told the rental rates for The RiZE will be lower than the Pollack Shores apartments,yet PS will have less amenities. This is an obvious concern to us-what will happen to the PS development when they can't rent the units at their intended rate? Rates will drop and the apartments will then become a lower end housing option for a transient population. A transient population has few ties to the community,its schools nor any interest in homes values. The sheer number of apartments from east to west on SR 434 is beginning to change the dynamic of what makes WS so unique. Once changed,it will not return. The reason why WS has earned national awards for a best place to live is because of the small town feel,committed residents and city officials who have roots in this community. There are another 252 rental units just east of our neighborhoods on SR 434, The Legends. There is another large apartment complex at the west end of Winter Springs, Moss Park Apartments with lower end rental rates. There are also the apartments at Town Center,once sold as condominiums. Parking at the Town Center has been and continues to be a problem for local residents. The sheer volume of these apartments will make it impossible to find a parking space. Yet,city staff will not commit to any solid plans for improving parking at the Town Center. There have been discussions of a road running from PS to the Town Center to alleviate the traffic volume on Michael Blake Blvd.but no assurances from city staff nor the developer that this road would be constructed. WSV already sees large amounts of traffic from high school students and other drivers using Michael Blake Blvd.as a cut through from SR 434 to the Town Center. Apartment construction across the country has more than tripled since 2009. Last year developers started more than 350,000 multifamily housing units nationwide. Analysts say that apartment construction increases should dwindle in the next two years. And a slowdown in Texas' economy could play a part. "My forecast is for a leveling — not a lot more growth," said Dave Crowe, chief economist for the National Association of Home Builders,which is holding its annual meeting this week in Las Vegas. "We are at the level that can be sustained by the demand." Apartments accounted for about a third of total U.S. home construction in 2014. In North Texas, the share was even higher.At the end of the year, more than 30,000 apartments were being built in the Dallas-Fort Worth area compared with about 26,000 single-family home starts in the area in 2014. D-FW ranks fourth nationally for total apartment building permits. Crowe said apartment construction is peaking because of construction constraints and a shift by some renters into homebuying. "We are starting to see some of the older millennia's moving to homeownership," he said. "They have expressed that as their ultimate desire," Crowe said. "As they sustain some stability in their incomes and jobs, they will buy." `Where we need to be' Multifamily home starts rose by 16 percent in 2014 to about 352,000 units, based in large part on the large renter demand. "I'm not expecting a significant amount of growth in 2015," Crowe said. "We are where we need to be." Dallas-based apartment analyst Ron Witten with Witten Advisors thinks that the current apartment building boom around the country has peaked. "We expect rental apartment starts to slow down slightly late this year, maybe off 5 percent from 2014," Witten said. "Fundamentals are still solid, but rising costs are shrinking development returns,which will make some proposed projects uneconomic." MPF Research is forecasting a slight drop in apartment building, too. "We are calling for a slight pullback of 5 percent to 10 percent," said Greg Willett,vice president with the Carrollton-based apartment consultant. "That really reflects expectations for Texas. "We're calling for a big drop in activity in Houston and mildly smaller start figures across D-FW,Austin and San Antonio,"Willett said. "Since Texas accounts for about 20 percent of the nation's building in this development cycle, it would take big increases in late-recovery spots like Atlanta, Phoenix, Riverside and Las Vegas to completely counter less activity in the Texas markets." Projects on hold While the drop in Dallas apartment building has more to do with higher construction and land costs, in Houston the dramatic fall in oil prices and layoffs by energy firms are reducing development. Houston-based apartment architect Sanford Steinberg said he's already seeing the impact of the energy sector pullback. "Projects are being put on hold," Steinberg said. Page 3 of 3 "In the last few years we have been going crazy building multifamily housing, not just in Houston but all over the country," he said. "We could use a little slowdown right now." Crowe said that while construction is leveling, he's still watching to see that developers don't get too far ahead of tenant leasing. "I worry about the multifamily sector overbuilding," he said. "It's the one residential sector that has the greatest access to credit. "There is a history of builders building more because they can get credit than because they can fill up the units."
