REQUEST:
The Parks and Recreation Department wishes to inform the Parks and Recreation Advisory
Committee about the 2014 Accomplishments and Improvements made in the Parks.
CONSIDERATIONS:
• The Parks and Recreation Department created a plan for 2014 to make improvements in the parks.
• The goal of the plan was to improve safety and make upgrades in the parks that would benefit the
residents.
RECOMMENDATION:
The Parks and Recreation Department requests the Parks and Recreation Advisory Committee
receive and review information provided in this Agenda Item.

City of Winter Springs Parks and Rec Department
Accomplishments and Improvements for 2014
Civic Center
o Kitchens and bath remodel
o Repainted exterior of building
Senior Center
o Increased revenue by 20% (rate reclassification)
o Repainted exterior of building
o Installed new senior center sign
o Increase programming at Senior Center
Dance Cardio, Cardio Fit, Zumba Gold
o Replaced 2 a/c systems
o Upgraded all safety lights
Therapy Pool
o Increased revenue by 35% (rate reclassification)
o Replaced all shower valves in pool showers
o Tint windows on therapy pool entry door
o Installed new safety equipment
Sunshine Park
o Removed old concrete basketball gooseneck poles, installed new
steel gooseneck poles, backboards, rims and nets
Torcaso Park
o Splash Pad- removed old, built up acrylic texturing on splash pad
surface.
o Installed 100 yards of mulch for safety surfacing on playgrounds
o Refurbished existing shade cover structure and repainted, install new
shade cover fabric on to shade covers
o Replaced all old and rusted exterior electrical panels
Moss Park
o Install new camera
o Removed old falling down fence at creek
Winding Hollow Park
o Installed 300 lf playground containment border, removed broken
play feature, adjusted slide location so not to slide into parking lot,
installed 75 yds of playground mulch for safety surfacing
Trotwood Park
o Resurfaced tennis courts, installed new wind screen, installed plants
around tennis courts, found old irrigation system and revamped and
added red mulch
o Installed new concrete craw-through log play feature, install 140
yards of mulch for safety surface in playgrounds
o Installed new backboards and rims on basketball court
o Installed new entry sign
o Painted exterior of racquetball court wall
o Removed and replaced 150 lf of damaged sidewalk
Sam Smith Park
o Removed old saucer play feature, installed new oodle swing play
feature, installed 100 yards of mulch for safety surfacing in
playgrounds
Central Winds Park
o Killed off old multi-variety turf grass, brought in 625 tons of
organic/sand mixture, laser leveled field and hydro seeded field with
princess 77 Bermuda grass
o Installed over 1000 ft of playground containment borders, installed
over 200 yds of playground mulch for safety surfacing on both
playgrounds, refurbished existing playground shade structure and
repainted, installed new shade cover fabric, replaced all swings with
new attachments, chains and seats
o Installed new water line to expansion for highland games use
o Upgraded all electrical panels in amphitheater for special event
o Removed old add a phase power hog unit that runs fountain behind
amphitheater, ran new power to existing location and added new
electrical service
o Isolated and added expansion area directly to reclaim plant for
irrigation
o Paved passive area road
o Tinted windows and admin office
o Demo old shade structure and started construction of new shade
structures
o Removed lockers in restrooms
o Remove old rusted grills, poured new concrete pads and installed
new grills
o New water fountain by baseball fields
o Installed new landscape wall at Lallathin memorial, added new plants
and lava rock
o Painted exterior of maintenance shop
o Replaced all bulbs and ballasts on Soccer field lights
Parks & Recreation Department
o Replaced all city logos at park entrances
o Took over and revamped banner program from urban beautification
o Setup, maintain and teardown of 4 off-site and 2 major onsite city
events
o Perform 4 community events with no cost to taxpayers
o Setup and tear down Christmas tree
o Increase sponsors at events by 2 Oviedo Wellness, Lach Orthodontics
o Signed 10 year agreement to host CF Highlands Games
o Increase Camp Sunshine enrollment by and average 20% per week
o Increase Camp Sunshine revenue by $11,000 (18%)
o Increased partnership revenue by $15,000
o Hosted Jamaican Women’s National Soccer team practice
o Hosted commercial shoot for Academy Sports
o 2014 Seminole County CVB Event of the Year (Highlands Games)
