REGULAR MEETING
DECEMBER 3, 2014
CALL TO ORDER
The Regular Meeting of Wednesday, December 3, 2014 of the Planning And Zoning
Board/Local Planning Agency was called to Order at 5:32 p.m. by Chairperson Bob
Henderson in the Commission Chambers of the Municipal Building(City Hall, 1126 East
State Road 434, Winter Springs, Florida 32708).

A moment of silence was followed by the Pledge of Allegiance.

No Reports were given.
Mr. Randy Woodruff, AICP, Senior Planner, Community Development Department gave
an overview of the GreeneWay Interchange District and its purpose; and noted, "At the
time in 1999 when this came in as a GreeneWay Interchange District, these four (4)
parcels that we are talking about this evening, were in Seminole County and had a
Commercial Land Use, as well as an Agriculture Zoning Designation." Next, Staff
subsequently pointed out subject properties on a document.
Furthermore, Mr. Woodruff also mentioned that the properties face challenges with the
current GreeneWay Interchange District Zoning design requirements and it would be
difficult to build upon the parcels due to them being predominately wetlands.

The Community Development Department — Planning Division Requests That The
Planning And Zoning Board/Local Planning Agency Hold A Public Hearing To
Consider Both The Small-Scale Future Land Use Map Amendment And Rezoning
For Approximately 6.25 Acres, Generally Located At 1379 State Road 434 As
Described Within Ordinances 2014-26 And 2014-27.
Mr. Woodruff briefly presented the Agenda Item.
Discussion ensued on the owners being notified of the Future Land Use Amendment and
Rezone, that Staff had tried for over a year to inform the owner of the changes, that Staff
has had no contact with the owner, and that the property is bank owned.
Next, Mr. Randy Stevenson, ASLA, AICP, Director, Community Development
Department pointed out other anticipated projects in the area and believed the area would
be best utilized with some Mixed-Use and Commercial projects. Further comments.

Consider Both The Small-Scale Future Land Use Map Amendment And Rezoning
For Approximately 7.5 Acres, Generally Located At 1072 West State Road 434 As
Described Within Ordinances 2014-28 And 2014-29.
In presenting the item, Mr. Woodruff referenced the property and remarked, "Staff has
contacted this owner. They have given us written support, as well as verbal, for this
request."

The Community Development Department — Planning Division Requests That The
Planning And Zoning Board/Local Planning Agency Hold A Public Hearing To
Consider Both The Small-Scale Future Land Use Map Amendment And Rezoning
For Two (2) Parcels Totaling Approximately 4.51 Acres, Generally Located At The
Southeast Corner Of State Road 434 And State Road 417 As Described Within
Ordinances 2014-30 And 2014-31.
This Agenda Item was introduced by Mr. Woodruff who noted that Staff had included the
two (2) parcels in the request; and commented, "We have reached out to both property
owners. We have received their approval, both in verbal as well as in writing".
Brief discussion followed related to this property having more solid ground to build upon
than the other two (2) properties that were previously approved.
