HomeMy WebLinkAbout2015 01 12 Consent 301 Law Enforcement Trust Fund - Server System Purchase COMMISSION AGENDA Informational Consent X ITEM 301 Public Hearings g Regular January 12, 2015 KS KB Regular Meeting City Manager Department REQUEST: The Police Department requests Commission approval to utilize Federal Law Enforcement Trust Fund monies in the amount of$5,926.59 for the purchase of a Dell PowerEdge R520 file server system from Dell Computers to support the body worn cameras, purchased with the Edward Byrne Memorial Justice Assistance Grant. The Dell PowerEdge R520 was chosen for it's required specifications and competitive price. SYNOPSIS: The Police Department has identified the need for body worn cameras to be utilized by patrol officers while they are performing their duties in the community. In order to maintain the video evidence produced by these body worn cameras, a server is necessary to provide storage for the video and to allow the evidence custodian to access these public records. CONSIDERATIONS: The body worn cameras will be worn to document calls for service in which encounters with the public are recorded to verify the professionalism and quality of the Winter Springs Police Department. The body worn cameras will also be used to document situations that change quickly such as traffic crashes and weather affected crime scenes. The servers will provide the retention of the audio and video in accordance with our dual accreditation policy and procedures along with the State of Florida Records Retention Schedule. In addition, after requesting and receiving quotes through the purchasing process, Dell Computers was able to provide the needed product and specifications at the most Consent 301 PAGE 1 OF 2-January 12,2015 competitive price. FISCAL IMPACT: Funding for the server for the body worn cameras will come from the Federal Law Enforcement Trust Fund in the amount of $5,926.59. Currently, there is a balance of $66,039.36 in the Federal Law Enforcement Trust Fund. There will be no impact to the General Fund budget for this purchase. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends approval of the expenditure of $5,926.59 from the Federal Law Enforcement Trust Fund for the purchase of a Dell PowerEdge R520 file server system from Dell Computers to support the body worn officer cameras.
