SYNOPSIS: Sitework for the Starlight Baptist Church Sanctuary Building is in progress and expected to be complete before the end of January 2015. This agenda item provides the site acceptance necessary before any certificates of occupancy can be issued by the building official, and also accepts the public infrastructure for ownership and maintenance, subject to completion of the remaining open project closeout items. CONSIDERATIONS: APPLICABLE CODE: Section 9 -178. Required Improvements to be completed prior to building on lots; exceptions. (c) Where the building official has an authoritative method of assurance that the improvements will be completed in accordance with approved plans, such as withholding occupancy, the building official may issue building permits upon advising the developer that all or partial occupancy will be restricted until satisfactory completion of the improvements has be accomplished. Consent 302 PAGE 1 OF 3 - January 12, 2015 (d) ... Certificates of occupancy will not be issued until all improvements are accepted by the city commission. The Starlight Baptist Church is located at the northwest corner of Hayes Road and East Bahama Road. The final phase of the church's expansion program consists of construction of a 565 -seat Sanctuary Building totaling 18,158 square feet in area. Sitework for the project includes grading, drainage facilities, parking (paved and unpaved), landscaping, and public sidewalks along the property's Hayes Road and Bahama Road street frontages. The Final Engineering Plans were approved by the City Commission on October 28, 2013. Project construction commenced in January 2014. This agenda item is for the conditional acceptance of the site improvements. The sitework is in progress and to date has been constructed in substantial compliance with the Final Engineering plans approved by the City Commission. Exhibit A is the project closeout list showing the open items as of December 24, 2014. All items on the project closeout list must be complete subject to Staff approval prior to issuance of any certificates of occupancy. The Starlight Baptist Church sitework is expected to be complete by January 18, 2015, in time for the church's scheduled opening in late January. Staff is recommending this conditional site acceptance in order to allow the Starlight Baptist Church to open as soon as possible after all required conditions are met. The public infrastructure being conveyed to the City for ownership and maintenance consists of a public sidewalk along Hayes Road and Bahama Road. FISCAL IMPACT: There is no fiscal impact associated with this site acceptance. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. Complete set of record drawings accepted (PDF copy only, provided by engineer -of- record, based on an as -built survey) 4. 2 -Year Maintenance Bond, Letter of Credit, or Cash Deposit Received (10% of the value of the improvements in the City right -of -way that will be owned and maintained by the City — sidewalk) 5. Bill of Sale Received for Infrastructure being turned over to the City for ownership and maintenance (sidewalk) 6. Approvals from all City Departments 7. Letter from Engineer to SJRWMD Certifying Improvements ( SJRWMD standard certification form)
