HomeMy WebLinkAbout2014 08 05 Parks and Recreation Advisory Committee Regular Meeting Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING AUGUST 5, 2014 CALL TO ORDER The Regular Meeting of Tuesday, August 5, 2014 of the Parks and Recreation Advisory Committee was called to Order by Chairperson Arnie Nussbaum at 6:21 p.m., in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Arnie Nussbaum, present Vice-Chairperson Arthur Gallo, present Committee Member Arsenio Calle, present Committee Member Louis Chaves, present Committee Member Yvonne Froscher, present Committee Member Kenneth Greenberg, present Committee Member Richard Lecky, present Committee Member Clare Mumey, absent Committee Member James Van Kleunen, present Assistant to the City Clerk Sean Beaudet, present A moment of silence was held, followed by the Pledge of Allegiance. Chairperson Nussbaum noted that due to recent City Commission Advisory Board and Committee Appointments, Committee Member Kenneth Greenberg moved from an At- Large Seat to Seat Five and welcomed Committee Member Louis Chaves, who was recently appointed to an At-Large seat. Office Of The City Clerk Requesting The Parks And Recreation Advisory Committee Review And Approve The Tuesday, May 6, 2014 Parks And Recreation Advisory Committee Regular Meeting Minutes. "I MOVE THAT WE APPROVE THE MINUTES." MOTION BY COMMITTEE MEMBER LECKY. SECONDED BY COMMITTEE MEMBER GREENBERG. DISCUSSION. Parks And Recreation Department The Parks And Recreation Department Requests That The Parks And Recreation Advisory Committee Discuss And Prioritize Park Improvements And Funding Sources For Trotwood Park. Mr. Chris Caldwell, Director, Parks and Recreation Department presented the Agenda Item, noted that this is a continuous item for discussion, and mentioned that some minor improvements had already taken place in Trotwood Park, but he was seeking to prioritize the larger improvements with a Master Plan. Mr. Caldwell remarked that the park diagram was from 2007 and identified existing issues. Continuing, Mr. Caldwell did not believe the expansion to four (4) tennis courts was warranted and that Staff had already addressed the existing tennis courts; and added that he liked the idea of the access road through the park and asked the Parks and Recreation Advisory Committee Members for their ideas on the open space west of the tennis courts. CITY OF WINTER SPRINGS,FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING-AUGUST 5,2014 PAGE 4 OF 5 Discussion followed on parking, especially with regard to rain and drainage concerns, parking issues at Trotwood, possibly placing a covered pavilion overlooking the lake in the open space with plenty of parking should such a facility be used for events, an access road cutting through the park, turning an area by the racquetball court into possibly semi- pervious parking to protect against stormwater problems, stormwater ponds around the park. Furthermore on the suggested access road, comments included having either a speed bump or stop sign to slow down traffic and whether parking would be allowed along the road; possibly having a type of running track around the pond, minimizing the removal of trees in the park, that a practice court could be helpful near the tennis courts, as the current practice wall is well utilized, maximizing the usage of the proposed amenities in the park, and with the growing popularity of soccer and lacrosse,perhaps there was a way to find locations for practice walls for these types of sports also. REGULAR 601. Parks And Recreation Department The Parks And Recreation Department Requests That The Parks And Recreation Advisory Committee Discuss Changing The Meetings Start Time To 5:30 p.m. This Agenda Item was introduced by Mr. Caldwell who noted that Staff would like to make the start times for all of the Advisory Boards and Committees consistent and suggested moving the Parks and Recreation Advisory Committee Meeting start time to 5:30 p.m. for their quarterly meetings. Chairperson Nussbaum inquired if any Committee Members had issues with the newly proposed start time. No objections were noted. "I MOTION 5:30 (P.M.), AS THE START TIME." MOTION BY COMMITTEE MEMBER GREENBERG. SECONDED BY COMMITTEE MEMBER LECKY. DISCUSSION. Chairperson Nussbaum closed "Public Input". Lastly, Chairperson Nussbaum asked Assistant to the City Clerk Beaudet to remind the Committee Members of the next meeting.
