Subject: Meter Reading Services Agreement Annual Extension with CPI Increase
Dear Mr. Smith:
I would like to take this opportunity to thank the City of Winter Springs for the opportunity Severn Trent
Environmental Services Inc. has had to provide meter reading services to you and your customers over the
last several years.
According to our agreement for Meter Reading Services dated October 1, 2012, Section 2.1 allows for five
annual one year extensions by mutual written agreement of both parties. Accordingly, Severn Trent would
like to offer a one (1) year extension effective October 1, 2014 through September 30, 2015.
Section 2.1 also states that should the service provider and the City agree to extend the agreement, the
service provide may be entitled to an increase in rates in an amount not to exceed one half (1/2) the
change in the Consumer Price Index (CPI) for the most recent available twelve (12) month period for All
Urban Consumers (CPI-U) for All Items, U.S. City average, published by the Bureau of Labor Statistics of
the U.S. Department of Labor for 1982-84, or the successor index to same. As such, should the City agree
to the contract extension, said increase shall become effective beginning with the invoice for work
performed after October 1, 2014, the start of the new Agreement period.
The CPI rate for August 2013 was 233.877 and for August 2014 is at 237.852. With this adjustment applied
to Severn Trent prices as of the commencement of this agreement, Severn Trent fees would increase as
indicated below by 0.85% which is % of 1.70%.

If you are in agreement with the above, please sign the three originals of this letter to confirm your
agreement and return them to my office by October 31, 2014 and retain one original for your records.
