CALL TO ORDER
The Regular Meeting of Wednesday, June 19, 2013 of the Bicycle and Pedestrian
Advisory Committee was called to Order at 5:31 p.m. by Chairperson William B.
Carpenter in the Commission Chambers of the Municipal Building (City Hall, 1126 East
State Road 434, Winter Springs, Florida 32708).

A moment of silence was followed by the Pledge of Allegiance.
Assistant to the City Clerk Beaudet mentioned Agenda Item "603" and noted that this
Agenda Item as discussed with Chairperson Carpenter would allow the Committee as a
whole, to agree on what Agenda Items the majority of the Committee wished to discuss at
a future meeting, which meets with how Committees normally work.

Vice-Chairperson Gary Brook stated, "When I reviewed these Minutes, I had a renewed
appreciation of what Bill Carpenter does for this Committee. You really did a lot for us
in that meeting and I think you are to be commended." Chairperson Carpenter replied
"Thank you."

Committee Member Don Purcell presented a few photographs of the Cross Seminole
Trail and commented on overgrowth of foliage at various locations. Specifically,
Committee Member Purcell mentioned the trees on State Road 434, west of the Parkstone
Community and asked "If the City has jurisdiction on this sidewalk or whether it is a
State or County issue?"
Mr. Randy Stevenson, ASLA, AICP, Director, Community Development Department
mentioned issues with the previous landscape company and noted "We actually got some
feedback from DOT (Department of Transportation) on this as well. So, you should see
this begin to be cleaned up, either by them or the interim contract that we put in place."
Further discussion followed on having the issue resolved before the 4th of July event to
ensure pedestrian safety.
With regards to discussion on shrubbery spacing on the Cross Seminole Trail, Mr.
Stevenson assured that he would review the standards in the contract.
Continuing with Reports, Assistant to the City Clerk Beaudet mentioned that the Board
and Committee Appreciation Dinner hosted by the Mayor and City Commission was to
be held on Friday, August 9th, 2013 and noted that a "Save the Date" email had been
distributed. Brief discussion.

Chairperson Carpenter began his Report by mentioning the possibility of a traffic stop
sign at Tuskawilla Road and the Cross Seminole Trail and asked for an update. Mr.
Stevenson answered "We had decided, if you'll notice, that triangle has been trimmed
back. I think the sight triangle has been greatly improved. To put a stop sign on
Tuskawilla (Road) would be probably a little intrusive to traffic. There is a lot of traffic
going up through there." Further comments.
Next, with an update on the "Wayfinding Project", funding was discussed and the
Committee Members expressed their support for the project and wanted it included in the
next Budget year. Mr. Stevenson remarked, "We will not miss the funding." Vice-
Chairperson Brook said to Mr. Stevenson, "That is what I wanted to hear." Further
discussion.
In other reports Chairperson Carpenter mentioned the "Ride to the YMCA" Program, an
article possibly being in the City issued newsletter about bicycles having lights on them
after dusk, neighborhood bicycle racks, the"Best Foot Forward"program, and the LYNX
flex bus trial. In addition, Chairperson handed out a copy of the MetroPlan Annual
Report and copies of a SunRail brochure entitled, "A Better Way To Go".
Further discussion on the Seminole County Master Trail Plan, the missing link section of
the Cross Seminole Trail, and the CSX train crossing.
Improvements to the intersection of State Road 434 and Tuskawilla Road were
referenced by Mr. Stevenson. Chairperson Carpenter requested if Staff could keep the
Bicycle and Pedestrian Advisory Committee informed on the progress. Mr. Stevenson
nodded in agreement. No objections by the rest of the Committee were noted. Further
discussion.
Next, Chairperson Carpenter showed and narrated a PowerPoint Presentation titled "I Am
Traffic, I Am Part of the System"by CommuteOrlando.

Mr. Chris Caldwell, Director, Parks and Recreation Department introduced himself and
noted he was very interested in working with the Bicycle and Pedestrian Advisory
Committee in connecting the Parks System with bicycle and pedestrians trails through
future planning designs. Mr. Caldwell also encouraged the members to visit all of the
City parks to get a better idea of the connectivity issues.
Committee Member Kok Wan Mah inquired, "Are there any existing deficiencies that
you have identified already that we can start to consider as we visit — whether it is
Trotwood Park, Sam Smith, or wherever else."

Mr. Caldwell replied "Yes, Sir. There are several areas with crosswalks. There are areas
of connectivity. Probably those are the two (2), but there are several areas in all of the
parks that have those, then there are some that have no connectivity, no trails — there is
only one way to get to the park. By a car." Further comments.

Lastly, the "Master Plan of Bicycle Access" was briefly discussed. Mr. Stevenson and
Mr. Caldwell offered to redistribute the Master Plan to the Committee Members and also
place the document on the City's website.

603. Community Development Department—Planning Division
Requesting The Bicycle And Pedestrian Advisory Committee Members Consider,
Discuss,And Propose Possible Future Agenda Items.
Mr. Stevenson addressed the Bicycle and Pedestrian Advisory Committee by stating
"What I am getting out of tonight is I think we have two (2) for the next meeting. One
would be an update on Market Square. Also an update and possible presentation of the
"Wayfinding Signage"package. I would like to add those two (2)to the mix."
Discussion.
With further comments on Agenda Items, Assistant to the City Clerk Beaudet mentioned
further that this Agenda Item is to afford the Committee a formal opportunity to decide
on what will be discussed at the next Committee Meeting; and explained the connection
to the Sunshine Law and communications.
