Home My WebLink About2014 06 23 Consent 306 Police Department Vehicle Purchase COMMISSION AGENDA Informational Consent X ITEM 306 Public Hearings g Regular June 23, 2014 KS KB Regular Meeting City Manager Department REQUEST: The Police Department requests to purchase a 2014 Ford Escape, with funding from the Federal Law Enforcement Trust Fund, from Bartow Ford in Bartow, Florida, using city bid quote process. SYNOPSIS: The Criminal Investigations Bureau has two vehicles that are no longer cost-beneficial to the City. One is a 2003 Subaru that was obtained through seizure in May of 2007 that will be more cost effective to trade at this time. The second is a 2001 Volkswagen Beetle that has exceeded its usefulness to the police department. CONSIDERATIONS: The Police Department needs to replace a criminal investigator's vehicle which was obtained through seizure back in May of 2007. The vehicle is a 2003 Subaru Forester and is no longer cost effective to the department. Criminal Investigations also has a 2001 Volkswagen Beetle that has recently only been used as decoy and not for daily police operation. Bartow Ford will take both the 2003 Subaru and 2001 Volkswagen in trade toward a new 2014 Ford Escape. The Police Department has already sold three Chevrolet Impalas to the Seminole County School Board. The Police Department sent two Chevrolet Impalas to the ABC Auto Auction that sold and another Chevrolet Impala was used for workable spare parts then was sold for salvage to 419 Auto Salvage. The following is the revenue from the trade and sale: Consent 306 PAGE 1 OF 2-June 23,2014 • Three to Seminole County School Board $6,000.00 • Two to auction $4,050.00 • One to salvage $256.00 • Trade-in for 2003 Subaru $3,000.00 • Trade-in for 2001 Volkswagen $2,500.00 The total amount from the sale and trading of older vehicles is $15,806.00. The price for the 2014 Ford Escape from Bartow Ford is $18,810.00 making a difference of $3,004.00 for the new vehicle purchase. Bartow Ford has the vehicle on their lot and ready for immediate delivery. FISCAL IMPACT: Funding is requested from the Federal Law Enforcement Fund in the amount of$3,004.00. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends the Commission approve the trade-in of the 2003 Subaru and 2001 Volkswagen Police Dept. vehicles and the purchase of the 2014 Ford Escape from Bartow Ford with the appropriation of the monetary proceeds from the trade and sale of the 2003 Subaru and 2001 Volkswagen Police Dept. vehicles toward the purchase and the balance of $3,004.00 to be taken from the Federal Law Enforcement Trust Fund.
