HomeMy WebLinkAbout2014 02 04 Parks and Recreation Advisory Committee Regular Meeting Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING FEBRUARY 4, 2014 CALL TO ORDER The Regular Meeting of Tuesday, February 4, 2014 of the Parks and Recreation Advisory Committee was called to Order by Chairperson Arnie Nussbaum at 6:00 p.m., in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Arnie Nussbaum,present Vice-Chairperson Arthur Gallo, present Committee Member Arsenio Calle, absent Committee Member Yvonne Froscher, absent Committee Member Geoffrey Kendrick, present Committee Member Richard Lecky, present Committee Member Clare Mumey, present Committee Member James Van Kleunen,present Committee Member Edith Walsh, absent Deputy City Clerk Sarah J. Hart, present A silent Invocation was held, followed by the Pledge of Allegiance. REGULAR AGENDA- PART I REGULAR 600. Office Of The City Clerk Requesting The Parks And Recreation Advisory Committee Hold An Election For The Position Of Chairperson For Calendar Year 2014. Committee Member Clare Mumey stated, "I nominate Arnie (Nussbaum)." This nomination was agreed to by Committee Member Richard Lecky. "I MAKE A MOTION THAT WE - VOTE FOR ARNIE (NUSSBAUM) AS CHAIRMAN OF THE PARKS AND REC[REATION] COMMITTEE." MOTION BY VICE-CHAIRPERSON GALLO. SECONDED BY COMMITTEE MEMBER LECKY. DISCUSSION. REGULAR 601. Office Of The City Clerk Requesting The Parks And Recreation Advisory Committee Hold An Election For The Position Of Vice-Chairperson For Calendar Year 2014. Chairperson Nussbaum said, "I am going to nominate Mr. (Arthur) Gallo." Committee Member Richard Lecky agreed to this nomination. "I MOVE THAT WE VOTE ON THE NOMINATION FOR VICE- CHAIR(PERSON) - MR. ART GALLO." MOTION BY COMMITTEE MEMBER LECKY. SECONDED BY COMMITTEE MEMBER KENDRICK. DISCUSSION. Office Of The City Clerk Requesting The Parks And Recreation Advisory Committee Review And Approve The Tuesday, November 5, 2013 Parks And Recreation Advisory Committee Regular Meeting Minutes. "I MAKE A MOTION TO APPROVE THE MINUTES." MOTION BY VICE- CHAIRPERSON GALLO. SECONDED BY COMMITTEE MEMBER KENDRICK. DISCUSSION. Parks And Recreation Department Requesting The Parks And Recreation Advisory Committee Receive Information Related To An Update On Shade Structures At Central Winds Park. Mr. Chris Caldwell, Director, Parks and Recreation Department gave the Members of the Committee a handout regarding shade structures for Central Winds Park, and related to the Agenda Item, Mr. Caldwell explained that, `By the advice of our Finance (and Administrative Services) Department, we are going out for Bid on this project." Continuing, Mr. Caldwell noted that he is, "Working with our Public Works Department right now to put together a Bid package." With comments that the schematic process has been completed and is detailed in the handout, and is a basic but quality product reflected in the scope of services, Mr. Caldwell mentioned that they hoped "To get it out to bid by the end of February"; and the Parks and Recreation Department will continue to keep those involved with baseball at Central Winds Park informed of progress being made. REGULAR 603. Parks And Recreation Department Invitation To The Parks And Recreation Advisory Committee Members To Attend Winter Springs Babe Ruth Opening Day Celebration On February 22, 2014 At Central Winds Park. An invitation to this event was distributed by Mr. Caldwell to the Parks and Recreation Committee Members and he encouraged everyone to come out and attend. Mr. Caldwell added, "If you would like to go, please just let us know and we will RSVP and have you out there as our guest." •• AGENDA NOTE: REGULAR AGENDA ITEM "604" WAS DISCUSSED NEXT,AND AGAIN IN THE MEETING, AS SHOWN ON PAGES 5-6 OF THESE MINUTES. •:•• REGULAR 604. Parks And Recreation Department Requesting The Parks And Recreation Advisory Committee Discuss Issues At Trotwood Park Pertaining To Current Park Amenities And Future Park Plans In A Workshop. A PowerPoint presentation related to this Agenda Item was presented to the Committee Members by Mr. Caldwell. CITY OF WINTER SPRINGS,FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING-FEBRUARY 4,2014 PAGE 5 OF 6 Discussion ensued on doing away with a racquetball court, the need for a warm-up wall, addressing water issues on ball fields, considering rubberized flooring in the children's play area, encouraging the use of the pond for sailboats and battleship hobbies, using the big tree as a natural barrier for directing traffic in and out of the park, and replacing shade covers. Mr. Caldwell noted that all City Parks are open from dawn until dusk unless otherwise stated. The Parks and Recreation Advisory Committee Members nodded in agreement. Continuing, Mr. Caldwell explained that the Agenda Item "Was to bring forth some ideas, some information. If you feel like you'd like to take this information and then - prioritize things - we can certainly set up another time to have this discussion." REGULAR 605. Parks And Recreation Department ADD-ON Requesting The Parks And Recreation Advisory Committee Discuss The 2014 Land And Water Conservation Fund Grant Application In The Amount Of$200,000 For Torcaso Park. Mr. Caldwell presented this Agenda Item explaining that Staff was looking at sources of funding to make improvements in our Parks System. "This Land (and) Water Conservation (Fund) Grant is also a similar Grant for two hundred thousand dollars ($200,000.00) and it has to be used at Torcaso Park." Continuing, Mr. Caldwell explained that the funds from the Community Development Building Grant can be used as matching funds for the Land and Water Conservation Fund Grant. •• AGENDA NOTE: REGULAR AGENDA ITEM "604" WAS DISCUSSED AGAIN, AS PREVIOUSLY NOTED ON PAGE 4 OF THESE MINUTES. •• REGULAR AGENDA- PART II REGULAR 604. Parks And Recreation Department Requesting The Parks And Recreation Advisory Committee Discuss Issues At Trotwood Park Pertaining To Current Park Amenities And Future Park Plans In A Workshop. Mr. Caldwell asked, "I'd just like to get clarification on what you all would like to do about the Workshop?" CITY OF WINTER SPRINGS,FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING—FEBRUARY 4,2014 PAGE 6 OF 6 Discussion followed on ideas suggested earlier in the meeting by the Parks and Recreation Advisory Board Committee Members. Mr. Caldwell responded, "I'll prioritize the projects as asked and I'll also get some, my options for funding on that too, and give you an idea of what the costs would be, and see if that's agreeable." The Parks and Recreation Advisory Committee Members nodded in agreement at the suggestion that a Special Meeting or Workshop to discuss Trotwood Park improvements not be held and that the Committee Members could communicate individually with Mr. Caldwell on any ideas they may have related to Trotwood Park. In other City business, Deputy City Clerk Hart advised that the next Meeting of the Parks and Recreation Advisory Committee is scheduled for May 6, 2014 and also pointed out to the Committee that the November Meeting of the Parks and Recreation Committee falls on Election Day. It was agreed that the Office of the City Clerk would bring back an Agenda Item at this Committee's next meeting in May 2014 with possible dates for rescheduling the November 2014 Regular Meeting. Chairperson Nussbaum reminded the Committee Members that the Spring Family Festival is March 15, 2014 and the 16th Annual Father/Daughter Dance is Friday, February 7, 2014 at the Senior Center. Mr. Caldwell asked that the Committee remember Committee Member Walsh in their thoughts and prayers as she lost a very dear friend. Concluding, Mr. Caldwell said, "Arnie (Nussbaum), thank you very much for taking the nomination. Glad to have you for another year and Art (Gallo) and everyone on the board, thank you very much for your input today. I really appreciate it." PUBLIC INPUT No one addressed the Committee Members.
