REQUEST:
The Public Works Department and Parks and Recreation Department requesting
authorization to enter into a contract agreement with KORKAT, Inc. for construction of
Central Winds Park Shade Structures (RFP 4004/14/CW) in the amount of $82,391.83 plus
a 10% contingency.
SYNOPSIS:
The Central Winds Park Shade Structures project (RFP4 004/14/CW) consists of the design,
permitting, fabrication, and installation of eight (8) shade canopy structures at the Central
Winds Park ball fields. Staff recommends awarding the construction contract to KORKAT,
Inc. in the amount of $82,391.83 plus a 10% contingency. Work is scheduled to start
in June 2014 and be complete in September 2014.
CONSIDERATIONS:
The Central Winds Park Shade Structures project consists of the design, permitting,
fabrication, and installation of eight (8) shade canopy structures at the Central Winds Park
ball fields. Each shade structure is approximately 31 -feet long, 12 -feet wide, and 14 -feet
high, with surface mounted steel columns and beams. The shade fabric is made of UV
stabilized cloth material. The shade structures will be installed over the existing bleachers
at each ball field. The existing shade structures will be removed and replaced.
Request for Proposals (RFP) 4 004/14/CW was advertised in the April 13, 2014 Orlando
Sentinel (see Exhibit A). A total of four (4) Bid Submittals were received by the due date
on May 1, 2014.

The contractor selection criteria listed in the RFP consisted of the following:
a. Bid Price (50%)
b. Proposed Design (25%)
c. Company Experience (25%)
A selection committee comprised of City Staff reviewed the Bid Submittals and assigned
points to each Bid Submittal applying the criteria listed above. Bid Price was scored from 0
to 50 points, and Proposed Design and Company Experience were each scored from 0 to 25
points. The maximum number of points a Bid Submittal could receive is 100. The
selection committee's final scoring and recommended rankings are listed below:

Staff is recommending award of the contract to KORKAT, Inc. in the amount of
$82,391.83.
KORKAT is scheduled to start work in June 2014 with completion in September 2014.
FISCAL IMPACT:
The project cost is $82,391.83 plus a 10% contingency for a total authorization of
$90,631.01. The funding source for the project is the Park Impact Fee Fund.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.

RECOMMENDATION:
Staff recommends that the City Commission approve a contract award for the Central
Winds Park Shade Structures to KORKAT, Inc. in the amount of $82,391.83 plus a 10%
contingency, funded from Park Impact Fees, and authorize the City Manager and City
Attorney to prepare and execute any and all applicable documents.
