The Public Works Department requests the City Commission's input and approval for
certain design elements for the Intersection Improvements at S.R. 434 and Tuskawilla Road
(Market Square).
SYNOPSIS:
The Intersection Improvements at S.R. 434 and Tuskawilla Road project consists of a series
of safety, operational, and aesthetic improvements to Market Square and the surrounding
streets including the Town Center Frontage Road. This agenda item is a follow-up to the
March 14, 2014 presentation of the Concept Plan and it provides an update on several key
design elements that were discussed at the March 14 meeting.
CONSIDERATIONS:
The Intersection Improvements at S.R. 434 and Tuskawilla Road project consists of a
comprehensive set of safety, operational, and aesthetic improvements to Market
Square and the surrounding streets.
At the March 14, 2014 City Commission meeting, Staff presented the latest Concept
Plan for the proposed improvements. Based on the Commission's input, Staff and the
design consultant revisited several design elements of the plan, including:
• Elimination of walls and trees in Market Square
• Elimination of canopy trees along SR 434
• Elimination of wall along SR 434 Frontage Road
• Addition of decorative poles for hanging banner/gateway signage across
Tuskawilla Road (see Exhibit A)

Consideration of options for the open area between SR 434 and the Frontage
Road
Regarding the open area between SR 434 and the Frontage Road, Exhibit B shows the
following three options for the Commission's consideration. These options will be
presented and discussed at the Commission meeting.
• Option I - Curving hedge with low-level shrubs
• Option 2 - Two -rail decorative fence framed by low level landscaping
• Option 3 - Rain Garden (planted stormwater depression area)
A fourth option, not pictured in Exhibit B, would be to leave the open area between
SR 434 and the Frontage Road to remain in its current condition, consisting of sod
with no supplemental landscaping or decorative features.
The final engineering documents are scheduled to be complete in September 2014
and will be submitted for City Commission approval prior to bidding. The
construction phase is approved for federal funding of up to $1.1 million, which is
expected to be available in 2015. The project is expected to be complete by July
2015.
FISCAL IMPACT:
The transportation related aspects of the project are anticipated to be entirely federally
funded.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the Commission review and provide input and approval of the Market
Square design elements presented as part of this agenda item, including the proposed banner
sign across Tuskawilla Road and the selection of one of the options presented for the open
area between SR 434 and the Frontage Road.
