'WHEREAS,SISSY THOMAS is celebrating her twenty-fourth year as a resident of the City of Winter
Springs,Florida;and
WHEREAS, SISSY THOMAS's personal contributions to the residents of Seminole County has
extended to the ultimate sacrifice in the loss of her son, Hugh E. Thomas, who was killed twenty-five
years ago in the line of duty as a Seminole County Sheriff's Deputy;and
WHEREAS, SISSY THOMAS has selflessly and in an unheralded way served the City and the County
for over thirty-three years as a manager and leader at the Seminole Work Opportunity Program
(SWOP);and
WHEREAS, through her generosity of spirit and committed efforts, SISSY THOMAS has positively
impacted the lives of Winter Springs and Seminole County residents including hundreds of adults with
developmental disabilities,some of the neediest and most vulnerable among us.
Now THEREFORE, I, CHARLES LACEY,Mayor of the City of Winter Springs,do hereby Proclaim that
the efforts, sacrifices,and contributions of
SISSY THOMAS
have immeasurably enhanced the lives of all of our residents, especially those who are most in need of
assistance,and that we extend our sincerest thanks for all that she has done;and from the bottom of our
hearts are sincerely grateful for her contributions for more than three decades.
