REQUEST:
The Police Department requests the City Commission review and approve Resolution 2014-
06 recognizing the retirement of Police Department employee Connie Fifelski.
SYNOPSIS:
The City Commission is very appreciative of all of the employees who faithfully serve the
citizens and City Commission of Winter Springs. For long-serving employees, the City
Commission has expressed their interest in presenting these employees with a Resolution at
a City Commission meeting. In such cases, a Resolution is submitted to the Commission on
the Consent Agenda for approval. Upon approval by the City Commission, the applicable
employee is either presented with the Resolution at the time same City Commission
meeting during the Awards and Presentations or they attend a future City Commission
meeting to receive their Resolution.
CONSIDERATIONS:
Connie Fifelski began her career with the City of Winter Springs on April 4, 1996 as a
member of the Communications Division as a police dispatcher where she has faithfully
served for eighteen years. During her tenure, Connie has helped countless people who have
called us in need of service whether it be during an emergency, to request an officer to their
home, to give directions to people who were lost, or just as a listening ear for people in
despair who feel they have nothing left. The measure of how a police dispatcher impacts
the community they serve is often hard to establish but Connie's service has left a lasting
impact on our city. She is to be commended for her service and dedication.

There is no fiscal impact associated with approval of this Resolution.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
It is recommended that the City Commission approve Resolution 2014-06 in honor of
Police Department employee Connie Fifelski and her 18 years of dedicated service to the
City of Winter Springs.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF WINTER
SPRINGS, FLORIDA, RECOGNIZING CONNIE FIFELSKI FOR HER 18
YEARS OF DEDICATED SERVICE AS AN EMPLOYEE OF THE CITY OF
WINTER SPRINGS; AND EXPRESSING OUR APPRECIATION ON BEHALF
OF THE CITIZENS OF THE CITY OF WINTER SPRINGS; AND
PROVIDING FOR AN EFFECTIVE DATE.
'WHEREAS, CONNIE FIFELSKI has provided the residents of Winter Springs with 18 years of dedicated
and distinguished service in the Winter Springs Police Department;and
WHEREAS, CONNIE FIFELSKI joined the City of Winter Springs on April 4, 1996 as a Communications
Operator in the Police Department;and
WHEREAS, CONNIE FIFELSKI advanced her knowledge and skills through her career by completing
hundreds of hours of advanced training in various disciplines in handling emergency situations, criminal justice
information systems,Communications Operator trainer,and crisis management;and
WHEREAS, CONNIE FIFELSKI has been an instrumental team member in the Communications Center for
the Police Department which allowed the City to provide the best possible police service to our residents, business
owners,and those who travel through our city;and
WHEREAS, CONNIE FIFELSKI has shown great commitment and pride in working for City the last 18
years.
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Winter Springs,
Florida as follows:
SECTION I — That the Mayor and Commission, City Manager, and Staff of the City of Winter Springs upon
the occasion of CONNIE FIFELSKI'S retirement takes great pleasure to recognize and honor her for her uncommon
level of distinguished service to the residents of Winter Springs through her employment in the Winter Springs Police
Department.
SECTION II — That the Resolution commending the services of CONNIE FIFELSKI be recorded upon the
official Public Records and Minutes of the City Commission of the City of Winter Springs,Florida.
SECTION III — That a copy of the Resolution be forwarded to CONNIE FIFELSKI with our sincerest
thanks for her many contributions.
