REQUEST:
The Police Department requests the Commission to accept a donation, not to exceed $4,500,
from the Tuscawilla Homeowner's Association (THOA) for the purchase of one (1) new
police canine. In addition, the Police Department requests the Commission's approval to
retire K-9 "Satchi" from service with the Police Department and for the animal to be either
sold or traded. The Police Department also requests approval of the purchase of a
new police canine from Mid-Florida Working Dogs, LLC. for a total price of$9,350.
Additionally, we request the Commission approve the City Manager to execute any and all
documents related to this item.
SYNOPSIS:
The Police Department has researched working canines that fit the needs of our
organization. These canines range in price from $8,500 to $12,000 depending on
the training they have completed prior to their sale. A trained canine will greatly reduce the
amount of time needed to get the canine and it's handler certified and back to normal duty.
This transaction stems from the result of having to retire K-9 "Satchi" due to his inability to
conform to training and pass the FDLE re-certification course which fails to meet the
standards set forth by this agency and the State for police working dogs. We now find
ourselves needing to select a replacement animal so as not to interrupt their valuable service
to our community.
We have located a police canine at Mid-Florida Working Dogs, LLC. that fits our needs.
The owner of Mid-Florida Working Dogs, LLC. is willing to take K-9 "Satchi" but a sale
price or other firm terms of that transaction have yet to be determined. The Tuscawilla
Homeowners Association approved a donation to the police department in an amount not to
exceed $4,500.00 for the purchase of a new police canine. It is our intent to reduce the

price of the new canine to $4,850.00 if these actions are approved by Commission. The
Police Department then requests Commission approval to allocate the remaining $4,850.00
from the Federal Law Enforcement Trust Fund to complete the purchase.
CONSIDERATIONS:
The retirement of K-9 "Satchi" was not expected and we now find ourselves having to
locate and evaluate new potential canines to replace K-9 "Satchi". Replacing an animal this
year was not budgeted, however; this has become a priority within the organization in an
effort to minimize the impacts on our community. By allowing the Police Department
to release K-9 "Satchi", we will be able to purchase a new police canine.
FISCAL IMPACT:
The donation from the THOA is anticipated to be $4,500.00. There will be an initial impact
up to $4,850 which will come from the Federal Law Enforcement Trust Fund if approved.
The fund currently holds a balance of$34,169.51.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
The Police Department recommends the Commission accept the donation of up to
$4,500.00 from the Tuscawilla Homeowners Association for the purchase of a new police
canine. In addition, we recommend that the Commission approve the release of K-
9 "Satchi". We recommend the Commission approve the purchase of the new police canine
from Mid-Florida Working Dogs, LLC. for a total price of $9,350.00; for this purchase,
$4,850 will come from the Federal Law Enforcement Trust Fund. The Police
Department requests Commission authorize the City Manager to execute and approve all
documents associated with this item.
