The Utility /Public Works Department requesting authorization to purchase from Odyssey
Manufacturing Co. the equipment and materials needed to convert Water Treatment Plant
41 from gas chlorine to liquid chlorine at a cost of $59,088.
SYNOPSIS:
The Utility department has three water plants, two wastewater plants and one reclaimed
water augmentation facility that each use chlorine for disinfection as part of the treatment
process. Water Treatment Plant 41 on Northern Way is the only remaining facility which
still utilizes gas chlorine versus liquid chlorine and this approval is need to implement the
conversion process to liquid chlorine.
CONSIDERATIONS:
Converting to liquid chlorine with the associated piping modifications is anticipated to
provide a more consistent chlorine residual in the potable water distribution system and
reduce complaints related to high chlorine odors. Another key benefit of eliminating gas
chlorine is the removal of the hazards gas chlorine poses both to the water plant operators
when changing the one ton cylinders and to the surrounding neighborhoods should a high
pressure gas chlorine cylinder leak. The required permit from the Florida Department of
Environmental Protection has been received for this project.
The equipment requested includes; two 2,500 gallon double walled plastic tanks, two triplex
pump skids including valves, gauges, and strainers, and six chemical feed pumps. Quotes
were solicited for this equipment from three vendors below.

All prices include installation of the equipment. Staff has reviewed the bids and is
recommending award of the contract to the low bidder, Odyssey Manufacturing at the low
bid amount of $59,088.00 payable from the Utility Enterprise Fund. Work should be
completed within 60 days of approval.
FISCAL IMPACT:
The cost for the equipment and materials from Odyssey Manufacturing Co. is $59,088.00
payable from the Utility Enterprise Fund Capital projects line code. Other miscellaneous
expenses for work performed by City forces such as a concrete slab, taps and piping will
bring the estimated total project cost to $70,000. Conversion to liquid chlorine will increase
operational costs for future chlorine purchases by approximately $14,000 per year.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations /Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends that the City Commission approve the purchase from Odyssey
Manufacturing Co. the equipment and materials needed to initiate the conversion of Water
Treatment Plant 41 from gas chlorine to liquid chlorine at a cost of $59,088.
