A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, FLORIDA, ADOPTING THE
CITY OF WINTER SPRINGS COMPREHENSIVE
EMERGENCY MANAGEMENT PLAN, 2014; PROVIDING
FOR REPEAL OF PRIOR INCONSISTENT RESOLUTIONS;
SEVERABILITY AND AN EFFECTIVE DATE.
WHEREAS, Florida municipalities are encouraged to develop municipal comprehensive
emergency management plans to serve as counterparts to county comprehensive emergency
management plans; and
WHEREAS, the City of Winter Springs has recently prepared a complete rewrite of its
Comprehensive Emergency Management Plan ("CEMP") in order to update the City's policies,
strategies, operational goals and objectives consistent with applicable federal and state regulations
in order to effectively mobilize resources and conduct response and recovery activities following a
major natural disaster or emergency event; and
WHEREAS,municipal comprehensive emergency management plans are required by section
252.35(2)(b), Florida Statutes, to comply with all of the standards and requirements applicable to
county comprehensive management plans; and
WHEREAS, pursuant to Rule 27P-6.010, Florida Administrative Code, the Seminole
County Office of Emergency Management has reviewed the City's CEMP proposed for adoption by
this Resolution and has found that it complies with all standards and requirements applicable to
county emergency management plans; and
WHEREAS,the City Commission desires to approve this Resolution to expressly adopt the
revised CEMP in order to attain the City's aforementioned goals; and
WHEREAS, the City Commission deems this Resolution to be in the best interests of the
public health, safety, and welfare of the citizens of Winter Springs, Florida.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The foregoing recitals are deemed true and correct and are hereby fully
incorporated herein by this reference.
Section 2. Adoption of Comprehensive Emergency Management Plan. The City
Commission of the City of Winter Springs,pursuant to Rule 27P-6.010(8), Florida Administrative

Code, hereby adopts the "City of Winter Springs Comprehensive Emergency Management Plan,
2014" ("CEMP"). Pursuant to section 119.071(2)(d), Florida Statutes, the CEMP is exempt from
disclosure under section 119.07(1), Florida Statutes, and section 24(a), Article I of the State
Constitution and unavailable for inspection, except by personnel authorized by a state or local law
enforcement agency, the office of the Governor, the Department of Legal Affairs, the Department
of Law Enforcement, or the Division of Emergency Management as having an official need for
access to the CEMP.
Section 3. Repeal of Prior Inconsistent Resolutions. All resolutions or parts of resolutions
in conflict herewith are hereby repealed to the extent of the conflict.
Section 4. Severability. If any section, subsection, sentence, clause, phrase, word, or portion
of this resolution is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such
holding shall not affect the validity of the remaining portion hereto.
Section 5. Effective date. This Resolution shall become effective immediately upon adoption
by the City Commission of the City of Winter Springs, Florida.
DONE AND ADOPTED in regular session of the City Commission of the City of Winter
Springs, Florida, this 10th day of March, 2014.
