Parks And Recreation Department Requesting The Parks And Recreation Advisory Committee Receive Information Related To An Update On Community Events And Discussion Of The Winter Wonderland Event On December 7,2013. Mr. Mike Barclay, Recreation Superintendent, Parks and Recreation Department started his presentation by referring to the Parks and Recreation Calendar of Events which was distributed to each of the Committee Members. Mr. Barclay briefly spoke about each of the Events listed. Continuing, Mr. Barclay drew particular attention to the City of Winter Springs Veterans Day Event and then proceeded to discuss in more detail the Winter Wonderland Event and advised all Committee Members that they would be receiving packets for the Event from the Parks and Recreation Department. CITY OF WINTER SPRINGS,FLORIDA MINUTES rill PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING-NOVEMBER 5,2013 PAGE 4 OF 7 Mr. Chris Caldwell, Director, Parks and Recreation Department invited the Committee Members to ride in the Christmas Parade and asked them to speak with Mr. Barclay if they were interested in doing so. Chairperson Nussbaum shared that one (1) more convertible car is needed for the Christmas Parade and if anyone has one or knows someone with one that would be interested in driving in the Parade, to please let him know. REGULAR 601. Parks And Recreation Department Requesting The Parks And Recreation Advisory Committee Receive Information Related To An Update On Shade Structures At Central Winds Park. Mr. Caldwell presented this Agenda Item and explained that after pricing out the cost of aluminum shade covers, it was not financially viable and therefore his Department explored additional options. Mr. Caldwell explained that the alternative option, as presented in the Agenda Item, would be most affordable if implemented in Phases with Phase One being the bleachers, then the center areas between the bleachers being Phase Two and finally the scorekeeping areas being Phase Three. Mr. Caldwell hoped that the Phase One could be completed by February 2014. Continuing, Mr. Caldwell explained that the life expectancy of the shade structure was ten (10) to thirty (30) years; that it would require continual maintenance; the color choice would be purple with black poles; the material used was fabric with a silicone coating that doesn't need to be retreated for ten (10) years; and that it has a wind load of 140 miles per hour. Discussion. Committee Member Richard Lecky said, "I would like to go ahead and recommend that we adopt that Phase One, Phase Two and Phase Three approach." Continuing, Chairperson Nussbaum said, "I think the Consensus is with most everybody- just a general Consensus that this would probably be more cost effective and better for the City than the aluminum." No objections were noted. REGULAR 602. Parks And Recreation Department Requesting The Parks And Recreation Advisory Committee Receive Information Related To Update On Fitness Equipment Ideas. Mr. Barclay spoke on this Agenda Item. Discussion ensued on whether people would use this equipment during the hot weather months and that there was not an indoor facility in which to place the equipment. CITY OF WINTER SPRINGS,FLORIDA MINUTES rar41 PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING-NOVEMBER 5,2013 PAGE 5 OF 7 There was further discussion on where outdoors to place the equipment with ideas including near the Trail, near the fields where people gather for games, near the Senior Center, and dispersing small groups of the equipment across the City. eactil REGULAR 603. Parks And Recreation Department Requesting The Parks And Recreation Advisory Committee Receive Information Related To Sidewalks And Trails In City Parks. Discuss Working With The Bicycle And Pedestrian Advisory Committee To Evaluate Our Current Trail System City Wide And Plan To Connect Our Existing Trails And Sidewalks Within The Parks System. Mr. Caldwell updated the Committee on this Agenda Item and research that he had conducted regarding use of sidewalks for walking and cycling. Furthermore, Mr. Caldwell confirmed that we do have connectivity in our Parks through sidewalks. REGULAR 604. Parks And Recreation Department Requesting The Parks And Recreation Advisory Committee Receive Information Related To The Solary Canal Property And Discuss Disc Golf Proposal. Mr. Caldwell shared with the Committee that the Parks and Recreation Department has been approached with an idea of using the Solary Canal Property for a Disc Golf Course. Continuing, Mr. Caldwell explained that the Disc Golf Course would cost approximately ten thousand dollars ($10,000.00) to design and install and could be paid for with Grant funding. Additionally, with regard to maintenance, the fields would have to be mowed but the City would have done that anyway. Discussion ensued with regards to charging a fee for using the course, the necessity of such a course and whether the designer could attend a Parks and Recreation Advisory Committee Meeting to deliver a presentation. Responding, Mr. Caldwell said, "When we get to the stage that it's ready for a presentation, I'll be glad to ask them to come in at our next meeting or whenever it is appropriate." Parks And Recreation Department Requesting The Parks And Recreation Advisory Committee Receive Information kattt Related To Trotwood Park Improvements. Related to this Agenda Item, Mr. Caldwell gave the Parks and Recreation Advisory Committee an update on improvements that had been made to Trotwood Park; and explained that the Tennis Courts had been renovated and that they were looking to do the Basketball Courts next. In addition, the Raquetball Court has been cleaned and repainted. Mr. Caldwell shared that they need to have some conversations about additional work and improvements that need to be made to Trotwood Park, which is the City's second most utilized Park in the City. Discussion. In response to a request for a rendering of the Park so as to identify existing facilities, where parking is located, where there are some water issues, features of the Park that are important to the City from a revenue standpoint, and identify areas of the Park that are not utilized, Mr. Caldwell remarked, "We can provide that." Further discussion ensued regarding overflow parking, looking at redesigning the landscaping and perhaps adding benches to the pond area of the Park and having Staff provide Committee Members with ideas of what conceptually they are considering in relation to a redesign for Trotwood Park, to which Mr. Caldwell noted, "We will incorporate that." REGULAR 606. Parks And Recreation Department Requesting The Parks And Recreation Advisory Committee View A Little League ESPN Commercial Filmed At Central Winds Park In February 2013. Mr. Barclay shared this Agenda Item and played the Commercial for the Committee Members. In other City business, Chairperson Nussbaum thanked everyone for serving on the Parks and Recreation Advisory Committee. PUBLIC INPUT No one addressed the Committee Members.
