REQUEST:
The Public Works Department requests the City Commission authorize Staff to submit a
request to Metroplan Orlando to designate the functional classification of Winter Springs
Boulevard as a Major Collector Road from Tuskawilla Road to S.R. 426 (Broadway Street).
SYNOPSIS:
The Orlando Regional Roadway Functional Classification Map is currently being updated
by Metroplan Orlando. Winter Springs Boulevard currently has no classification on the
Functional Classification Map. Staff would like to submit a request to Metroplan Orlando
to designate Winter Springs Boulevard from Tuskawilla Road to S.R. 426 as a Major
Collector Road on the Functional Classification Map, making Winter Springs
Boulevard eligible for future federal funding when available.
CONSIDERATIONS:
Functional classification is the process when streets and highways are grouped into classes,
or systems, according to the character of transportation service they provide. In urban areas
such as the Orlando Metropolitan Area, major roadways are classified into seven categories
based on Federal Highway Administration (FHWA) criteria, ranging from "Principal
Arterial/Interstate" to "Local Urban." In order to be eligible for federal-aid, a roadway must
have a functional classification of at least a "Collector."
In the Orlando Metropolitan Area, the regional Functional Classification Map is
periodically updated through Metroplan Orlando. In the City of Winter Springs, currently
only the state and county maintained roadways have adopted functional classifications.
These include SR 434 (Principal Arterial), Tuskawilla Road (Minor Arterial), SR 419

(Minor Arterial), and SR 417 (Freeway).
The City's Comprehensive Plan classifies all roads in the City into three categories: Arterial,
Collector, and Local. These designations are internal to the City and are not recognized by
Metroplan Orlando on the adopted Functional Classification Map. Currently no City-
maintained roadways are classified on the Functional Classification Map, meaning all City
roads are considered "local roads" and thus not eligible for most federal roadway funding
programs.
Metroplan Orlando is now in the process of updating the Functional Classification Map.
Staff would like to submit a request to Metroplan Orlando to add Winter Springs Boulevard
from Tuskawilla Road to SR 426 (Broadway Street) in Oviedo to the map with a functional
classification of "Major Collector."
Winter Springs Boulevard meets all of the applicable criteria for a Major Collector, as listed
in the 2013 edition of the Federal Highway Administration's Functional Classification
Guide. Winter Springs Boulevard has a length of approximately 3.2 miles and connects two
Minor Arterials (Tuskawilla Road and SR 426). The daily traffic volumes on Winter
Springs Blvd. range from approximately 5,000 to 11,000 vehicles per day, and the posted
speed limit is 30 mph. It is a multi-modal corridor with paved shoulders, sidewalks on both
sides, and a wide landscaped median. All of these characteristics are consistent with
the FHWA criteria for a Major Collector road. Other roads in Seminole County that already
have designations as Major Collectors include Winter Park Drive in Casselberry, Lockwood
Boulevard in Oviedo, and Celery Avenue in Sanford. Please see Exhibit A for the current
Functional Classification Map.
The majority of Winter Springs Boulevard is in the City of Winter Springs (see Exhibit B).
The eastern-most segment from Seneca Blvd to SR 426 (about ¼ mile) is in the City of
Oviedo. In preparation of this agenda item, Staff contacted the City of Oviedo and
confirmed that the City of Oviedo supports the proposed functional classification change to
Winter Springs Boulevard at the proposed limits from Tuskawilla Road to SR 426.
Having Winter Springs Boulevard designated on the Metroplan Orlando Functional
Classification Map as a Major Collector has no impact on the City's responsibility to
maintain Winter Springs Boulevard or the City's ability to regulate it any way (speed limits,
truck restrictions, etc.). The purpose of the functional classification change is to recognize
Winter Springs Boulevard as a Major Collector and thus make it eligible for federal
funding.
The formal adoption of the functional classification change consists of approval of the
updated Functional Classification Map by the Metroplan Orlando Board. The first step in
that process is the recommendation of approval by the Metroplan Transportation Technical
Committee, currently scheduled for January 24, 2014.
FISCAL IMPACT:
This agenda item has no fiscal impact. The proposed change in functional classification to
Winter Springs Boulevard as a Major Collector makes it eligible for future federal aid.

COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and
the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City’s Website, LaserFiche, and the City’s
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission authorize Staff to submit a request to Metroplan
Orlando to designate the functional classification of Winter Springs Boulevard as a Major
Collector Road from Tuskawilla Road to S.R. 426.
