HomeMy WebLinkAbout2013 09 24 Parks and Recreation Advisory Committee Special Meeting Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE SPECIAL MEETING SEPTEMBER 24, 2013 CALL TO ORDER The Special Meeting of Tuesday, September 24, 2013 of the Parks and Recreation Advisory Committee was called to Order by Chairperson Arnie Nussbaum at 6:00 p.m., in the Training Room, East Hall of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Arnie Nussbaum, present Vice-Chairperson Arthur Gallo, present Committee Member Arsenio Calle, present Committee Member Yvonne Froscher, present Committee Member Geoffrey Kendrick,present Committee Member Richard Lecky,present Committee Member Clare Mumey, present Committee Member Edith Walsh, present Deputy City Clerk Sarah J. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used REGULAR AGENDA REGULAR 600. Parks And Recreation Department Requesting The Parks And Recreation Advisory Committee Receive Information Related To A $200,000.00 Florida Recreation Development Assistance Program Grant To Be Used At Central Winds Park. Mr. Chris Caldwell, Director, Parks and Recreation Department started his presentation by saying for the Record, "You all are the best attended— advisory group in the City and I want to say thank you very much for being here on short notice for a Special Meeting." Continuing, Mr. Caldwell explained that the Parks and Recreation Department is applying for a Florida Recreation Development Assistance Program Grant for the 2014 cycle for park improvements at Central Winds Park. Mr. Caldwell mentioned that the City had received a two hundred and fifty thousand dollars ($250,000.00) Grant to be used for ball park lights at Central Winds Park and noted, "We can use that money as matching funds for this Grant cycle." Furthermore, Mr. Caldwell shared that the only stipulation is that the Grant funds have to be used at the same facility as the original matching funds and remarked that Central Winds Park has been in the City for more than twenty(20) years. Next, Mr. Caldwell distributed a document entitled "2014 FRDAP (Florida Recreation Development Assistance Program) — Elements to Central Winds Park" which identified a list of park improvements for which the Grant monies could be used. CITY OF WINTER SPRINGS,FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE SPECIAL MEETING-SEPTEMBER 24,2013 PAGE 3 OF 4 Discussion ensued about additional improvements that could be considered which included repeaters for the PA Audio System, automated batting cages, additional water fountains and a rebounding wall. Committee Member Arsenio Calle asked about shade covers for the bleachers. Mr. Caldwell explained that this is an ongoing project that Impact Fees have been allocated for and that he intends to bring a preliminary design plan to the next meeting of the Parks and Recreation Advisory Committee in November. Discussion. Mr. Caldwell then confirmed that the lighting project for the ball fields 1 and 2 is complete. Committee Member Geoffrey Kendrick asked if there was anything additional that the Parks and Recreation Advisory board could do to assist in this Grant process. Mr. Caldwell responded, "The input is valuable. What you all had to say, coming back with some ideas is very helpful." REGULAR 601. Parks And Recreation Department Requesting The Parks And Recreation Advisory Committee Receive Information Related To A $112,000.00 Florida Recreation Development Assistance Program Grant To Be Used At Central Winds Park. Mr. Caldwell explained that this Agenda Item referred to a one hundred and twelve thousand dollars ($112,000.00) Florida Recreation Development Assistance Program Grant as just an extension to the two hundred thousand dollars Grant ($200,000.00) and clarified that, "You are only required to have a fifty percent (50%)matching fund." Discussion continued on the energy efficient bulbs used at the ball fields at Central Winds Park. In other City business, Committee Member Richard Lecky offered thanks to, "The City, to Chris (Caldwell) and the Parks and Rec[reation] group for the wonderful event we had - the Appreciation Dinner—it was really, really nice, very well done." Discussion. Mr. Caldwell offered thanks to the Committee for attending the meeting and suggested that should they have additional ideas for Central Winds Park improvements to please feel free to email him. Further comments ensued that the Grant should be awarded in March-April 2014, and that the number of organizations that will receive these monies is dependent on those that apply and how much money is available, which won't be known until the Florida's Budget is approved.
