A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, SEMINOLE COUNTY,
FLORIDA, AMENDING SECTIONS 11.2 AND 12.2 OF THE
CITY'S PERSONNEL MANUAL;PROVIDING FOR REPEAL
OF PRIOR INCONSISTENT RESOLUTIONS,
SEVERABILITY, AND AN EFFECTIVE DATE.
WHEREAS, the City is granted the authority under Section 2(b), Article VIII, of the State
Constitution to exercise any power for municipal purposes,except when expressly prohibited by law;
and
WHEREAS,the City desires to revise sections 11.2 and 12.2 of the City's Personnel Manual
related to employee review dates and frequency of employee reviews; and
WHEREAS, section III of the Personnel Manual requires that revisions to the Manual be
approved and ratified by a resolution of the City Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The foregoing recitals are hereby fully incorporated herein by this reference
and are deemed a material part of this Resolution.
Section 2. Amendments to the City's Personnel Manual. The City Commission of the City
of Winter Springs hereby approves the following amendments to the City's Personnel Manual
(underlined type indicates additions and strikcout type indicates deletions, while asterisks (* * *)
indicate a deletion of text existing in the Personnel Manual. It is intended that the text in the
Personnel Manual denoted by the asterisks shall remain unchanged from the language existing prior
to adoption of this Resolution):
11.2 Salary Increases, Ranges and Raises

Most salary increases are in fact based on merit and results for the annual
performance review the employee receives. - . . • - - .- -.
that time, the employee's performance is reviewed and, if found to be of sufficient
quality, he/she will receive a merit increase. The employee will be eligible for
further merit increases on future annivcrsary review dates or on the anniversary of

his/her last promotion/demotion.
12.2 Frequency
a - - - . •- -- - - - - - - - - - - - •- - - - - - -11 . - -•The employee's supervisor shall rate and discuss the overall job performance with
the employee. The Performance Rating Form is used to evaluate quantity and quality
of work as well as other factors such as dependability, initiative, knowledge of the
work being performed, and relationships with fellow employees and the public. If
the rated employee is a supervisor, supervisory ability will also be evaluated.
Section 3. Repeal of Prior Inconsistent Resolutions. All prior resolutions or parts of
resolutions in conflict herewith are hereby repealed to the extent of the conflict.
Section 4. Severability. If any section, subsection, sentence, clause, phrase, word, or portion
of this Resolution is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such
holding shall not affect the validity of the remaining portion hereto.
Section 5. Effective Date. This Resolution shall become effective immediately upon adoption
by the City Commission of the City of Winter Springs, Florida.
DONE AND ADOPTED in regular session of the City Commission of the City of Winter
Springs, Florida, this 9th day of September, 2013.
