Roll Call: Chairperson Mary Brook,present Vice-Chairperson Helen Baker,present Committee Member Luci Coker, present Committee Member Donald Gilmore, present Committee Member Carolyn Wolf,present Deputy City Clerk Sarah Hart, present A moment of silence was followed by the Pledge of Allegiance. Office Of The City Clerk Requesting Approval Of The April 17, 2013 Tuscawilla Lighting And Beautification District Advisory Committee Regular Meeting Minutes. Chairperson Brook closed "Public Input". AWARDS AND PRESENTATIONS AWARDS AND PRESENTATIONS 300. Not Used 400. REPORTS Committee Member Donald Gilmore spoke about an apparent rotting tree that a concerned citizen noticed on the first block between Tuskawilla Road and Gazelle Trail. In addition, Committee Member Gilmore mentioned that on the south side of the street there appears to be a large tree that looks to be in trouble. Mr. Steven Richart, Urban Beautification Services Division Manager, Community Development Department responded, "We can look into that and see." PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used CITY OF WINTER SPRINGS,FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING-JULY 17,2013 PAGE 3 OF 5 REGULAR AGENDA REGULAR 600. Community Development Department—Urban Beautification Services Division Budget Review. Mr. Richart presented the Budget according to the handout that was distributed to Committee Members, and explained that, "As of this report, we've collected 100.5% of the Assessments." Discussion ensued about the timing on the lights and fountains and that monies spent to improve the fountains. Mr. Richart referred to the Budget for this coming fiscal year that was presented to the City Commission and stated, "I don't think we went over them. I wanted to go over that today and just get you all to give an endorsement that you've seen it and that you agree with it. And we'll get you to—Vote on that tonight like we always do." Mr. Richart talked through the Budget as presented referring to the Maintenance Fund, parcels that were sent Assessment notices, expenditures and specifically, street lighting, landscaping, fountain repairs and tree trimming. Summarizing the Budget, Mr. Richart said, "We've increased our revenues a little bit. We've lowered - the impact to the fund balance even though we've really increased our expenditures a little bit but, overall it's impacting the reserves much less because of the new revenue." Responding to Mr. Richart's question about any concern with the Budget, Vice- Chairperson Helen Baker said, "I think that you are getting a lot done for less." Referring to the Fiscal Year 2013-2014 TLBD (Tuscawilla Lighting and Beautification District) Phase I Debt Service "211" Budget, Mr. Richart explained that, "We have a beautiful, large fund balance." Continuing, Mr. Richart explained that this not a conventional type of loan. We can't make a prepayment without a penalty - "What we can do is lower the assessment. So, we can give savings to the people. It doesn't benefit us to continue to collect the same amount of money that we're doing now because we are collecting too much. Our thoughts are that when the time is right and we need to raise the Maintenance Assessment, we can lower the Capital Assessment." Addressing the Fiscal Year 2013-2014 TLBD (Tuscawilla Lighting and Beautification District) Phase II Debt Service "213", Mr. Richart explained that this budget was set and suggested that at some point we may want to make a principal payment on this. "I WILL MAKE A MOTION THAT WE APPROVE THE THREE (3) BUDGETS." MOTION BY COMMITTEE MEMBER WOLF. SECONDED BY COMMITTEE MEMBER COKER. DISCUSSION. VOTE: VICE-CHAIRPERSON BAKER: AYE COMMITTEE MEMBER COKER: AYE COMMITTEE MEMBER WOLF: AYE COMMITTEE MEMBER GILMORE: AYE CHAIRPERSON BROOK: AYE MOTION CARRIED. REGULAR 601. Community Development Department—Urban Beautification Services Division Review Of Maintenance Items And Progress Report. Mr. Richart summarized this item by mentioning trees that have been planted, repair costs to the fountains and concern about the basins of the fountains being cracked and allowing water into the chamber which is putting stress on the pumps. Much discussion followed about the fountain system and pumps. It was agreed that Committee Member Gilmore would meet with Mr. Richart some time next week to see if Committee Member Gilmore could assist with a solution for the issue. In addition, Mr. Richart suggested that repair of this pump issue be budgeted for next year. Further to this, Committee Member Lucy Coker said that she would bring this up to the Tuscawilla Homeowners Association and `Tuscawilla Today". Tape 1/Side B Mr. Richart continued his comments by addressing irrigation, lightening strikes to a module on the medians which was covered under insurance policy and information about additional lots. In other City Business, Committee Member Gilmore shared concerns about a private homeowners association looking at street lights and the potential of utility cost depreciation. Mr. Richart explained that we do not own the street lights and therefore would not benefit from rate adjustments. Discussion. CITY OF WINTER SPRINGS,FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING—JULY 17,2013 PAGE 5 OF 5 Committee Member Coker asked who to report to about problems to streetlight covers or finials and Mr. Richart responded, "The best way, like you do Lucy, you're so good, she emails me if anything's wrong anywhere. She sees it. She emails me. I take care of it. That's the easiest way." Addressing Mr. Richart, Committee Member Gilmore said, "Things do look nice on the Boulevard. You deserve a lot of credit. Thanks to you and the rest of the staff" Mr. Richart shared his final comments about the Tuscawilla Wall and that the Final Assessment Resolution was going to City Commission on August 12, 2013. In addition, Mr. Richart said, "I want to thank Gary and Mary (Brook) for working on this with me." PUBLIC INPUT Chairperson Brook opened "Public Input". No one spoke.
