Hart, Deputy City Clerk in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Board Member Lawrence Chmura, present Board Member Dan Finley, present Board Member Ken Greenberg, present Board Member Mary Hoffman, absent Board Member Don Jonas, present Board Member Maurice Kaprow, present Board Member Mark Sardo, present Deputy City Clerk, Sarah Hart, present Assistant to the City Clerk, Sean Beaudet, present A moment of silence was followed by the Pledge of Allegiance. REGULAR AGENDA- PART I REGULAR 600. Office Of The City Clerk Presenting An Orientation For New Members. Assistant to the City Clerk Sean Beaudet reviewed the Orientation package. Deputy City Clerk Hart conducted the Oath of Office and swore in the new Board Members. REGULAR 601. Office Of The City Clerk Requesting The Districting Commission Elect From Their Membership A Chairperson For 2013. Board Member Don Jonas said, "I nominate Mark Sardo." "MOTION TO APPOINT." REPORTS Mr. Randy Stevenson, ASLA, AICP, Director, Community Development Department thanked the Members of the Districting Commission for serving and explained to them that, "While we (Community Development Department) calculated voting age as well, we'll have to go back and reconfirm that that is also represented in our redistricting suggestions to you tonight." PUBLIC INPUT No one spoke. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used. REGULAR AGENDA - PART II REGULAR 603. Community Development Department—Land Development Division Presents To The Districting Commission A Recommendation For The New City Commission District Boundaries, Reflecting The January 31, 2010 Population. The Districting Commission Must Forward A Recommendation To The City Commission For Its Action. Mr. Randy Woodruff, AICP, Senior Planner, Community Development Department presented the Agenda Item. Discussion ensued about the methodology for establishing the new Districts. Continuing, Mr. Stevenson clarified that, "While we did calculate also the voting age population by district and we feel that it's going to follow the same pattern that we presented to you tonight; Staff will go back and confirm that a calculation of the voting age population either will or will not change our recommendations to you at this point in time tonight. CITY OF WINTER SPRINGS,FLORIDA MINUTES DISTRICTING COMMISSION REGULAR MEETING-SEPTEMBER 11,2013 PAGE 4 OF 5 If it does, we will let you know here within the next couple of days and we'll probably have to have another meeting just to make sure that we go over any changes that might come about as a result of the calculation of the voting age population." City Attorney Anthony A. Garganaese, added, "If you like what Staff is presenting, the only recommendation I would make is that it would be subject to Staff going back and then calculating the voting age population in each District to make sure that there's not a — more than a ten percent (10%) deviation — between the lowest populated District and the highest populated District." Chairperson Sardo stated, "At this point, - if there's a Motion on the table to accept these recommendations pending the outcome of the voting age calculation — I will entertain that Motion." "I MAKE A MOTION THAT WE ACCEPT AS STAFF PRESENTED, WITH THE PROVISO THAT THE CALCULATIONS BE FACTORED IN AND IF THEY ARE WITHIN A TEN PERCENT (10%) RANGE THEN IT STANDS." MOTION BY VICE-CHAIRPERSON GREENBURG. SECONDED BY BOARD MEMBER KAPROW. DISCUSSION. VOTE: BOARD MEMBER FINLEY: AYE VICE-CHAIRRPERSON GREENBERG: AYE BOARD MEMBER JONAS: AYE BOARD MEMBER KAPRO: AYE CHAIRPERSON SARDO: AYE BOARD MEMBER CHUMURA: AYE MOTION CARRIED.
