REQUEST:
The Parks and Recreation Department is requesting that the City Commission approve
Resolution 2013-30, reclassifying Winter Springs resident and non-resident status at the
Senior Center and Therapy Pool for memberships, activities and programs.
SYNOPSIS:
In an effort to better serve our residents and to continue to offer a high level of customer
service, we are continually analyzing our operations at all our parks and facilities.
Previously, the City was under the guidelines of a Community Development Block Grant
(CDBG) at our Senior Center and Therapy Pool. Those guidelines specified that all
Seminole County residents were to be treated the same for fee purposes. However, those
grant restrictions for fees expired in January 2013. Thus, staff is now proposing the
reclassification of those Seminole County residents, not living in Winter Springs, to non-
resident status for fee purposes. We are not proposing any changes to our fees at this time,
however, realizing they will be evaluated at the special fees workshop in the future.
CONSIDERATIONS:
• Senior Center and Therapy Pool were under the restrictions of the Community
Development Block Grant(CDBG)from 2007 until January 2013.
• Our current membership and use of the facility makes our Senior Center the most
used facility daily. There are about 900 active members and 400 "snowbirds."
• We currently distinguish our Winter Springs residents in all our other programs in
which they pay a lower rate than non-residents.
• There are 36% Winter Springs residents using the Therapy Pool. 64% are Seminole

County residents living in Sanford, Longwood, Casselberry, Lake Mary, Altamonte
Springs and Oviedo.
• We would like to reclassify to identify all Winter Springs residents and non-residents.
This means all other cities would now be classified as non-residents and would pay
the non-resident fee, which would be an increase for them personally, but not an
increase in our established fees.
• All communication efforts will be done to inform the members and guests of the
Senior Center and Therapy Pool through the Parks and Recreation Department.
• We are recommending the reclassification go into effect immediately to benefit all
Winter Springs residents that would like to register for 2014 starting in October 2013.
• We are requesting the approval of resolution 2013-30 amending classification
language in the current fees schedule.
• At a future date, we will evaluate our all department fees and bring back information
and recommendations through a resolution.
FISCAL IMPACT:
Projected increase in revenue by $12,000 414,000 annually.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
The Parks and Recreation Department is recommending that the City Commission approved
Resolution 2013-30 reclassifying resident and non-resident status at the Senior Center and
Therapy Pool for memberships, activities and programs.

RESOLUTION NO. 2013-30
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, FLORIDA, UPDATING AND
REVISING THE SCHEDULE OF FEES FOR PARKS AND
RECREATION FACILITY USES AND ACTIVITIES;
PROVIDING FOR REPEAL OF PRIOR INCONSISTENT
RESOLUTIONS; SEVERABILITY AND AN EFFECTIVE
DATE.
WHEREAS,the City is granted the authority,under Section 2(b),Article VIII, of the State
Constitution, to exercise any power for municipal purposes, except when expressly prohibited by
law; and
WHEREAS, the City Commission has the authority to establish fees pursuant to section
166.201, Florida Statutes; and
WHEREAS, the City Commission desires to revise the fees for the City's Parks and
Recreation facility uses and activities; and
WHEREAS,the City Commission of the City of Winter Springs finds that this Resolution
is in the best interests of the public health, safety, and welfare of the citizens of Winter Springs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA,AS FOLLOWS:
Section 1. Recitals. The foregoing recitals are deemed true and correct and are hereby fully
incorporated herein by this reference.
Section 2. Fees Established. The City Commission hereby adopts the fee schedule set forth in
Exhibit "A," attached hereto and fully incorporated herein by this reference.
Section 3. Repeal of Prior Inconsistent Resolutions. All prior inconsistent resolutions adopted
by the City Commission,or parts of prior resolutions in conflict herewith,are hereby repealed to the
extent of the conflict.
Section 4. Severability. If any section, subsection, sentence, clause,phrase,word, or portion
of this Resolution is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such
holding shall not affect the validity of the remaining portion hereto.
Section 5. Effective date. This Resolution shall become effective on October 1, 2013.
