REQUEST:
The Public Works Department requests the City Commission's input and approval of a
Stakeholder Outreach Plan for the design of Intersection Improvements at S.R. 434 and
Tuskawilla Road (Market Square).
SYNOPSIS:
The Intersection Improvements at S.R. 434 and Tuskawilla Road project consists of a series
of safety, operational, and aesthetic improvements to Market Square and the surrounding
streets. At the May 13, 2013 City Commission meeting, the Commission approved an
Agreement with AECOM to complete the design phase of the project, which includes
conducting a Stakeholder Outreach Program as part of the preliminary design activities.
CONSIDERATIONS:
The Intersection Improvements at S.R. 434 and Tuskawilla Road project consists of a
comprehensive set of safety, operational, and aesthetic improvements to Market
Square and the surrounding streets. A preliminary concept plan for the project was
presented to the City Commission in a workshop on August 1, 2011 (see Attachment
1). Specifically, the project includes the following items:
Eliminating the southbound Tuskawilla Road right turn bypass lane that is
causing confusion for drivers;
Shifting the Tuskawilla Road lanes on the north branch to the east;
Providing a longer southbound Tuskawilla left turn storage lane;
Eliminating the left turn overlap for southbound and northbound Tuskawilla
left turning movements;

Increasing the southbound Tuskawilla Road to westbound S.R. 434 turning
radius
Improving sight lines;
Adding on-street parking along Tuskawilla Road;
Creating a more functional Frontage Road along the north side of S.R. 434
between Tuskawilla Road and Doran Drive;
Creating more space for turning movements between S.R. 434 and the Frontage
Road at the intersections;
Enhancing the pedestrian access to Market Square; and
Improving pedestrian comfort and safety by incorporating landscape and
hardscape enhancements.
At the May 13, 2013 City Commission meeting, the Commission approved an
Agreement with AECOM to complete the design phase of the project, which is
federally funded through an FDOT Local Agency Program Agreement in the amount
of up to $150,000.
AECOM's scope of work includes extensive public outreach activities. The identified
problems and potential solutions at Market Square impact many community
stakeholders, and it is important that these stakeholders be informed about the project
and have the opportunity to provide input into the design and planning of the
proposed improvements.
The Stakeholder Outreach Plan will be starting by October 1 and is summarized as
follows:
Stakeholder Identification:
AECOM and City Staff will identify and contact all property owners,
businesses, tenants, property managers, residents, agency officials, and elected
officials who may have an interest in or be impacted in any way by the project.
This list of stakeholders includes but is not limited to:
Winter Springs Mayor and City Commissioners
All Town Center tenants
All Town Center Property Managers
Publix
McDonald's
Mobil
Current Town Center residents
Winter Springs High School
Representatives of undeveloped properties in the area (Town Center
Phase II, Plante Property, etc.)
FDOT
Seminole County Traffic Engineering
Winter Springs Bicycle and Pedestrian Advisory Committee
City Staff (Police, Parks, Urban Beautification, Community
Development, Public Works)

Stakeholder Interviews:
AECOM, in coordination with City Staff, will contact and meet with the
identified stakeholders over a period of two days, currently scheduled for
October 28-29. During the interviews, the design team will collect input and
information about items such as current activities, business conditions,
problems, and how improvements to the intersection will benefit
the stakeholders and the surrounding community.
Public Workshop:
AECOM will conduct an interactive workshop with key stakeholders to further
develop the conceptual plan for the project. The workshop will likely be
scheduled on October 29 or 30, at a time and location to be determined. The
workshop will build on input received through the stakeholder interviews and
on the other preliminary design activities completed to date. The goal of the
workshop is to obtain all input and information needed to prepare a Final
Concept Plan for the project.
Final Concept Plan Distribution:
AECOM will prepare a Final Concept Plan based upon the vision, public input,
and conceptual design created during the workshop. The Final Concept Plan
will be the foundation for the remaining design process, which consists of the
preparation of construction drawings to have the project be "shovel-ready."
The Final Concept Plan will be distributed to all stakeholders for final review
and presented to the City Commission for approval.
Part of the purpose of this agenda item is to advise the Mayor and Commissioners
that they may soon be contacted by City Staff to schedule a stakeholder interview. In
addition, the Mayor and Commissioners may hear from other community
stakeholders who have been contacted by the design team.
Although the project is still very early in the design process, so far the stakeholders
who have been informed about the project have expressed positive feedback about the
design concept. City Staff and AECOM are looking forward to proceeding with the
Stakeholder Outreach Plan as outlined herein.
The Final Concept Plan is scheduled to be complete by November 18, 2013 and the
Final Construction Documents are scheduled to be complete in June 2014. The
construction phase is on an approved Metroplan Orlando project list for federal
funding up to $500,000; however, the date of funding availability is still to be
determined and could be several years from now.
FISCAL IMPACT:
The project is entirely federally funded and has no budget impact to the City.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,

City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and
the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City’s Website, LaserFiche, and the City’s
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the Commission review and approve the Stakeholder Outreach Plan for
the design of Intersection Improvements at S.R. 434 and Tuskawilla Road (Market Square).
