CALL TO ORDER
The Regular Meeting of Tuesday, May 7, 2013 of the Parks and Recreation Advisory
Committee was called to Order by Chairperson Arnie Nussbaum at 6:00 p.m., in the
Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434,
Winter Springs, Florida 32708).

Requesting The Parks And Recreation Advisory Committee Receive Information
Related To An Update On Community Events And Discussion Of The July 4tn
Celebration Of Freedom.
Mr. Chris Caldwell, Director, Parks and Recreation Department presented the Agenda
Item and noted that the "Celebration of Freedom" event is scheduled to take place on
Thursday, July 4, 2013 at Central Winds Park. Mr. Caldwell advised the Committee
about the Bid, that the City entered into a contract with the same Vendor that we used last
year, and that the Vendor, Creative Pyrotechnics LLC ageed to donate twenty-five
hundred dollars ($2,500.00) worth of fireworks. Furthermore, Mr. Caldwell remarked
that because of the great donations, no City tax dollars would be used.
Continuing, Mr. Caldwell said, "This Board will also receive an invitation to be a part of
our event as always - we'd like for you to come out and be a part of our event. So, you
will be getting the invitations possibly in mid-June, but we won't meet again until after
that; so, that's why we wanted to let you know, and we will keep in contact with you
through email."
Mr. Mike Barclay, Recreation Superintendent, Parks and Recreation Department asked the
Committee Members if they had any ideas on how the July 4�' Celebration of Freedom
Event could be enhanced or expanded.
On a related note, Committee Member Arsenio Calle said, "I think that you guys have
done a very good job getting the funds and getting all that extra fireworks. That is very
good!"

601. Parks And Recreation Department
Requesting The Parks And Recreation Advisory Committee Receive Information
Related To Update On Fitness Equipment Ideas.
This Agenda Item began with Mr. Barclay reviewing various outdoor fitness equipment
options, and showed a four(4) sided version, and a six (6) sided version. Further remarks
followed on color options, warranties, and that pricing started at approximately twelve
thousand dollars ($12,000.00) and up.
Next, single station equipment was addressed to which Mr. Caldwell mentioned that Lake
Island Park in Winter Park, Florida has this style equipment should anyone wish to see it
there.
With further comments, Mr. Barclay noted that in addition, "For each piece of
equipment, it is recommended to have a sign at the station to show you how to properly
use the equipment. And, from what I saw, a sign varying in size, could be anywhere
from six [hundred dollars] ($600.00) to nine hundred dollars ($900.00).
As to where the fitness equipment might be installed, Mr. Barclay suggested possibly
Torcaso Park or Trotwood Park. Mr. Caldwell added, "It would be a process but we
would have to see - if it's one (1) piece of equipment versus several pieces of equipment,
what the space requirements are, and what the anticipated use would be as well. So, I
think that's something that we could come back and discuss with this Committee, what
some options are."
Maintenance costs, maintenance schedule and budget were addressed next and Mr.
Caldwell said that standard maintenance would be adhered to and Staff would suggest
that such equipment would be placed in a location where no additional costs would be a
factor.
Further comments followed that the equipment set up in Lake Island Park seemed to have
daily continuous use; and Committee Member Geoffrey Kendrick asked if there would be
any type of canopies placed over the equipment to protect from the weather and the
elements.
As to a proposed time frame for this project, Mr. Caldwell explained, "It's been on the
Capital Budget for a couple years as an interest that we look into outdoor fitness
equipment. The funding source comes from Impact Fees. That means it has to be
associated with either a growth element or an enhancement into a current park to qualify
for that funding. So, there hasn't been determined a timeline on this. It's just an area of
interest along with other priorities that are going on within the City.

So, we haven't been directed by our Commission to get this done in any amount of time
or it's not on 2014. It's going to stay in the CIP (Capital Improvement Program), it's
going to stay in the Budget, as a Capital Improvement Program - but it has not been
determined or we've not been directed by our Commission to do this in a 2014
timeframe."
Chairperson Nussbaum mentioned that he had seen a video where this had similarly been
tried in New York City with success and added that when selecting the equipment, it
would be best "That we have some appropriate for Seniors, some appropriate for people
of different ages - and I think this would be very, very helpful for the community."
Committee Member Calle suggested that a simple canopy structure be considered to
cover the equipment to protect the users from the weather and sun. Mr. Caldwell
remarked, "That will certainly be considered in the design and the layout of it.
Absolutely."

Requesting The Parks And Recreation Advisory Committee Receive Information
Related To Guidelines For The New Central Winds Park Pier And How The Parks
Ordinance Addresses It's Use By Our Guests.
Mr. Caldwell presented this Agenda Item and explained that there is a new road that goes
all the way down to the Pier and that the ditch project has been completed. Continuing,
Mr. Caldwell pointed out, "Our Public Works Department was fabulous in working with
us and I'm really pleased with the outcome."
As a follow-up to previous discussions about use of the Pier and guidelines, Mr. Caldwell
referenced the City of Winter Springs' Parks Ordinance and added, "Our Attorney has
said that we do not have to have a special set of rules or guidelines for our Pier."
Discussion continued on possibly using the area for weddings; that alligators have not
come up on the shore and are scared off by the noise; that it could be connected with
improvements to the Civic Center; that Staff is still interested in ideas for the use of the
open pad area; that the drainage had improved at the Dog Park; that people have been
using the Pier; there are some weight restrictions to adding a structure on the open pad,
and that parking, restrooms, and electricity had not been included in the plan for the open
pad.

Requesting The Parks And Recreation Advisory Committee Receive Information
Related To The Proposed FY 2014 Parks and Recreation Budget.
Mr. Caldwell reviewed the proposed Budget with the Committee Members, and remarked
that his Operating Budget basically reflects clean safe parks, and saving the City money.
With discussion, Committee Member Calle stated that he didn't believe that he had
received a copy of the Budget. Mr. Caldwell stated, "I can make sure you get a copy of
it."
Committee Member Art Gallo said, "I think you guys are doing a great job with trying to
manage the money and putting it in the right places."
Mr. Caldwell then reviewed the Capital Budget and pointed out that "Capital items are
items that are usually non-recurring costs, and they're one-time items and they are
expensive." Mr. Caldwell pointed out that most of these items are necessary things like
fences, field equipment, computers, etc. Discussion followed on computer and software
issues and related budget issues to upgrade computers and how this links also to
providing helpful and good customer service.

Requesting The Parks And Recreation Advisory Committee Receive Information
Related To Creation Of"Friends Of Parks" Neighborhood Groups.
Mr. Barclay began the discussion on this Agenda Item and noted that some of the
residents living near our parks are taking the initiative to contact the Parks and Recreation
Deparhnent if they see something wrong. Thus, such actions have prompted the Parks
and Recreation Department to consider starting a "Friends of Parks" type initiative which
will have individuals volunteer their time to give us feedback, ideas for improvement,
point out any vandalism in the parks, report groups that are not using the Parks as they
should be used, and patrol the areas and generally getting them involved.
Committee Member Calle said that he thought the concept sounded great and was an
excellent idea.

Committee Member Edith Walsh asked how the Parks and Recreation Department was
going to organize this effort; to which Mr. Barclay explained, "We do currently have a
number of people that do contact us whether it's by phone or by email about certain
issues that happen in the parks. People that live right across the street or their house
backs up to a park, those will be the people we go to first, but we would also open it up if
there's anybody else that's interested."
Continuing, Mr. Caldwell mentioned that they had shared this information with
Homeowner's Association representatives who have attended some of the Citizens
Advisory Committee meetings held by the Police Department.
Committee Member Richard Lecky commented that he thought this was an excellent idea
and that community involvement was important.

605. Parks And Recreation Department
Requesting The Parks And Recreation Advisory Committee Receive Information
Related To Status of Shade Covers Over The Bleachers At Central Winds Park.
This Agenda Item was presented to the Committee by Mr. Caldwell who remarked that it
has been listed on our Capital Improvement Program for three (3) years, has been
budgeted at one hundred thousand dollars ($100,000.00), and planned for Central Winds
Park. Mr. Caldwell noted that currently tarps have been used, but over the years, the
tarps and nearby fences have been damaged, thus the need for some kind of replacement.
Pointing out that this is still in our Capital Improvement Program, Mr. Caldwell stated,
"We have an opportunity with Impact Fees now because it would be a growth related
item and it would enhance."
Discussion ensued on materials that could be used including aluminum which might be
the best choice, and costs. Mr. Caldwell stated, "If this Committee desires and would
like us to — bring back some information in regards to the process involved, some
examples like we did with the outdoor fitness equipment, if you would make that Motion,
I'd be glad to provide you with more information."

No one addressed the Committee Members.
In other City business, Committee Member Richard Lecky noted that in the "Tuscawilla
Today, there was an article from the President acknowledging the efforts of these two (2)
gentlemen (Mr. Caldwell and Mr. Barclay) here in front of us did, for support of our
`Family Fun Day'. I wanted to say, having attended it, it was phenomenal! Your folks
were keeping the park clean as we were going on with the event and everything; so, I
really want to thank you for your efforts."
Lastly, Mr. Caldwell shared with the Committee that the Winter Springs Grizzlies
(football team) would be presenting their State Championship trophy to the City
Commission at the City Commission's next regularly scheduled meeting of May 13,
2013, and invited the Committee Members to attend.
ADJOURNMENT
Chairperson Nussbaum adjourned the Regular Meeting at 7:03 p.m.
