AMENDMENT #1
This is Amendment#1 to the Agreement for Engineering Services between the City of
Winter Springs and Pegasus Engineering, LLC dated February 19, 2013 for intersection
improvements at S.R. 434 and Winding Hollow Boulevard.
The Scope of Services for Amendment#1 shall be as described in the attached proposal
from Southeastern Surveying and Mapping Corporation dated May 24, 2013.
Amendment #1 hereby increases the lump sum fee by $39,780 to a new total of
$137,519.89.

Survey & Mapping Approach
The objective of this survey is to obtain sufficient survey data to provide design and Q/W
data to the EOR, for the purpose of establishing a right-turn lane on eastbound SR 434 to

being approximately 650 linear feet. The establishment of R/W and boundary lines will be
accomplished by a preponderance of evidence.

Secondary traverse point stations will be set (5/8" Iron Rods w/cap "SSMC TRAV" or
Nail & Disks stamped "SSMC TRAV"), which will be tied to Seminole County
Horizontal Control by conventional means, as shown in Horizontal Control Exhibit.
Total estimated Traverse Distance= 16,800 feet
Total estimated number of set-ups = 11 each

27.02 Vertical Project Network Control
Secondary benchmark stations will be set 5/8" Iron Rods w/cap "SSMC TRAV PT" or
Nail & Disks stamped "SSMC TRAV PT", tied to Primary Benchmarks. The method of 3-
wire differential leveling with an automatic level or a digital level will employed in a
closed bench run. Bench runs will begin at a Primary benchmark and end at another
Primary benchmark, as shown in Vertical Control Exhibit.
Total estimated Bench Run Distance=6000 feet/1.14 miles
Total estimated number of set-ups = 11 each
Total estimated number of points = 10 each
27.03 Aerial Targets (N/A)
27.04 Alignment and Existing R/W Lines
According to the provided R/W Maps, the southerly R/W line is shown in relation to the
Centerline of Construction. The Centerline of Construction was not monumented and
referenced, but is mathematically tied to the Baseline of Survey, which has been
monumented and referenced. Therefore, it will be necessary to recover and locate the
following Baseline of Survey monuments as shown in SR 434 R/W Map Section 77070-
2516 to establish the alignment:
1) PI Station 490+70.07 (for alignment only)
2) PT Station 494+58.48 (for alignment only)
3) POT Station 498+48.48 (for alignment only)
4) POT Station 511+50.00
5) POT Station 524+50.00
6) POT Station 537+50.00 (for alignment only)
7) POT Station 550+00.00 (for alignment only)
8) PC Station 557+14.10 (for alignment only)
9) PI Station 558+38.49 (for alignment only)
SSMC will tie minimal existing monumentation along the northerly R/W line to assist in
establishing the original position of the Survey Baseline.
SSMC will establish the Centerline of Construction at 90 degrees to the following
Baseline of Survey stations:
1) POT Station 511+50.00
2) POT Station 524+50.00

Note: the effort for surveying Existing R/W Lines to be included in Task 27.20

6800 (feet)÷ 5280 (mile) = 1.3
Total estimated Alignment length= 1.3 miles
27.05 Reference Points
SSMC will recover and locate the following reference monuments as shown in SR 434
R/W Map Section 77070-2516:
1) POT Station 498+48.48
2) POT Station 511+50.00
3) POT Station 524+50.00
4) POT Station 537+50.00
5) POT Station 550+50.00
6) PC Station 557+14.10
Each station was referenced with four (4) monuments.
6 (stations) x 4 (ref points) = 24
Total number of Reference Points to recover& locate= 24
SSMC will establish references for the Centerline of Construction at 90 degrees to the
following Baseline of Survey stations:

4) POT Station 524+50.00
Due to the numerous platted properties on the northerly R/W, one (1) reference will be set
on the northerly R/W, and three (3) will be set on the south side.
Total estimated number of Reference Points to set= 8
There is no evidence that the Baseline of Survey PI Stations or Centerline of Construction
was ever referenced, as shown in Align& Refs Exhibit.

27.06 Digital Terrain Model/Topography (DTM/3D)
It will be necessary to obtain shots necessary to show breakline features necessary to
create an accurate DTM at a maximum of Fifty (50) foot intervals in various locations, as
shown in Design Survey Limits Exhibit.

Locate all drainage features, such as, but not limited to, structure types, sizes, and
orientations; pipe sizes and materials; flow line elevations; and grate, top and EOP
elevations (as applicable), etc. that are within the limits of the DTM areas shown on
Design Survey Limits Exhibit. Also includes survey of the first upstream and downstream
structures at termini of system.

27.27 Work Zone Safety
The manpower associated with this activity includes the following and is in conformance
to M.O.T. procedures outlined in FDOT 2010 Design Standards 600 Series "Traffic
Control Through Work Zones". Activities include:
1) Set up and take down of safety zone signage.
2) Placement and removal of safety cones near vehicles and equipment.
3) Use of a flagman, as needed.
