REQUEST:
The Parks and Recreation Department is requesting Commission approval to accept the
$250,000 EECBG State Department of Energy Grant and to utilize these funds through the
State approved sole source provider, Musco lighting to retrofit the ball field lights on two
fields at Central Winds Park.
SYNOPSIS:
The Parks and Recreation Department has applied & qualified for a State Department of
Energy grant to replace a portion of the old ball field lighting at CWP. Central Winds ball
field lights and electrical equipment are original equipment from when the park was built in
1992. The Musco "green light structure sports lighting system", will provide modern
equipment and controls along with a 25 year warranty and 10 year maintenance free
program. The updated system will be able to provide improved lighting coverage at a lower
level of energy usage, using fewer fixtures than the existing system. The new system is
estimated to provide an energy cost savings of approximately 40%, enable spill light control
and a control-link central programmable feature.
The grant is a non-matching grant and no City funds will be used for the ball field lights and
electric panels replacement. Grant will fund two of the four ball fields at Central Winds
Park. We will continue to seek additional funding sources to complete all renovations of
the other two ball fields. Soccer fields will need the same considerations within 8-10 years.
CONSIDERATIONS:
. Central Winds Park has old light fixtures and electrical equipment dated 1992 that
needs replacing.

• The State of Florida Department of Energy is awarding us a non-matching grant of
$250,000.
• No City funds will be expended.
• Estimated electric usage cost savings is 40% on retro fitted fields.
• New light fixtures and electrical equipment will comply with all safety codes and
requirements.
• We will reduce number of lights needed per field from 80 to 60 through newer
technology.
• Musco Lighting is approved State of Florida vendor for Energy Grant lighting
proj ects.
• Musco Lights are currently in our park. Musco is well-respected in the industry and
has good references.
• Ball Field Lighting Project will be completed August 30, 2013.
FISCAL IMPACT:
Project funded via a State of Florida Department of Energy non-matching grant of
$250,000. No City funds will be expended for this project. The new system is also
estimated to provide a electric usage cost savings of approximately 40%.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
The Parks and Recreation Department is recommending the Commission approve the
acceptance of the $250,000 EECBG State Department of Energy Grant and the utilization
of these funds through the State approved sole source provider, Musco lighting, to retrofit
the ball field lights on two fields at Central Winds Park.

The Florida.Department of Agriculture and Consumer Services, Office of Energy(the
department) received your application for funding for the Local Government Energy Efficient
Lighting Program. The department has determined that your application has met the threshold
requirements for the reservation process to be eligible for funding.
Department staff will contact you to discuss the next steps in the award process. Please be aware
that this is not a guarantee of funding as department staff will still heed to verify the information
in your application prior to final determination of eligibility. As required by Notice of Funding
Availability OFA), Part V, Section C: "department staff may conduct sites visit prior to

Re; Pre-award Cost Authorization
Pre-award costs are allowable in certain circumstances with prior written approval. The department
defines pre-award costs as "...those incurred prior to the effective data: of the ward directly pursuant to
the negotiation and in anticipation of the award where such costs are necessary to comply with the
proposed delivery schedule or period of performance. Such costs are allowable only to the extent that
they would have been allowable If incurred after the date of the award and only with the written approval
of the department,
Therefore, a Grantee may, at its oven risk incur obligations and expenditures to cover costs on or after
July 2, 2013 if such costs-
-are necessary to conduct the project, and
-would be allowable under the grant, if warded, without department prior approval.
The incurrence of pre-award coasts in anticipation of an award imposes no obligation on the department
either to make the award or to increase the amount of the approved budget if an ward is made for less
than the amount anticipated and is inadequate to waver the pre-award coasts incurred.
Please ensure that this documentation of approval is kept on file in accordance with the recoardkeeping
requirements of the program, and for monitoring purposes. If you have any questions regarding this
