REQUEST:
The Public Works Department requests the City Commission's authorization to execute
Amendment #1 to the Engineering Services Agreement with Pegasus Engineering, LLC in
the amount of $39,780 for additional surveying and right-of-way mapping for the proposed
right-turn deceleration lane on S.R. 434 eastbound at Winding Hollow Boulevard.
SYNOPSIS:
The design for a right-turn deceleration lane on S.R. 434 eastbound at Winding Hollow
Boulevard is a federally funded City project currently in progress by Pegasus Engineering,
LLC. This agenda item is for the approval of Amendment #1 to Pegasus' contract to
provide an additional $39,780 in federal funds to complete the necessary surveying and
right-of-way mapping.
CONSIDERATIONS:
At the February 11, 2013 City Commission meeting, the Commission authorized
entering into an Engineering Services Agreement with Pegasus Engineering, LLC, in
the amount of $97,739.89 for the design of a right-turn deceleration lane on S.R. 434
eastbound at Winding Hollow Boulevard. The project is federally funded through a
Local Agency Program Agreement with the Florida Department of Transportation
(FDOT).
During the early stages of the design, it was determined by FDOT, in consultation
with Pegasus Engineering and the design survey subconsultant, that additional
surveying and right-of-way mapping was required to comply with the applicable state

and federal standards. The additional work costs $39,780. FDOT has agreed to
amend the City's Local Agency Program (LAP) Agreement to fully fund the
additional work (see July 22, 2013 Consent Agenda Item #205 for the LAP
Supplemental Agreement).
Amendment #1 to the Engineering Services Agreement with Pegasus Engineering,
LLC, increases the contract amount by $39,780 to a new total of $137,519.89. The
design is in progress and is expected to be complete by December 2013. The project
is expected to be federally funded for construction within the next two years.
FISCAL IMPACT:
The contract amendment is entirely federally funded and has no budget impact to the City.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and
the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City’s Website, LaserFiche, and the City’s
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the Commission authorize executing Amendment #1 to the Engineering
Services Agreement with Pegasus Engineering, LLC in the amount of $39,780, and
authorize the City Manager and City Attorney to prepare and execute any and all applicable
documents.

and dated February 19, 2013 for intersection

The Scope of Services for Amendment #1 shall be as described in the attached proposal
from Southeastern Surveying and Mapping Corporation dated May 24, 2013.
Amendment #1 hereby increases the lump sum fee by $39,780 to a new total of

Survey & Mapping Approach
The objective of this survey is to obtain sufficient survey data to provide design and R/W
data to the EOR, for the purpose of establishing a right-turn lane on eastbound SR 434 to
southbound Winding Hollow Blvd. The project will range from Station 516+00 to 522+50,
650 linear feet.

Secondary benchmark stations will be set 5/8” Iron Rods w/cap “SSMC TRAV PT” or
Nail & Disks stamped “SSMC TRAV PT”, tied to Primary Benchmarks. The method of 3-
wire differential leveling with an automatic level or a digital level will employed in a
closed bench run. Bench runs will begin at a Primary benchmark and end at another
Primary benchmark, as shown in Vertical Control Exhibit.

According to the provided R/W Maps, the southerly R/W line is shown in relation to the
Centerline of Construction. The Centerline of Construction was not monumented and
referenced, but is mathematically tied to the Baseline of Survey, which has been
monumented and referenced. Therefore, it will be necessary to recover and locate the
following Baseline of Survey monuments as shown in SR 434 R/W Map Section 77070-
2516 to establish the alignment:
