REQUEST:
The Public Works Department requesting authorization to issue a purchase order
to Barracuda Building Corporation for construction of the Morton Lane Drainage
Improvements (ITB #005/13/BF) in the amount of $32,204 plus a 10% contingency.
SYNOPSIS:
The Morton Lane Drainage Improvements project consists of the construction of a new
stormwater outfall at 244 Morton Lane, which will relieve flooding concerns to residents in
the immediate area and provide additional flood control for the protection of downstream
properties. This agenda item is to award the work to the lowest responsive bidder,
Barracuda Building Corporation, in the amount of $32,204.
CONSIDERATIONS:
The Ranchlands Roadway Improvements were completed by the City in 2011. The
project consisted of paving approximately five miles of existing dirt roads, including
Morton Lane. The project also included the installation of drainage swales, inlet
structures, and piped stormwater outfall facilities where easements were available
based on the subdivision's original plat.
The area around 242-244 Morton Lane did not have a drainage easement and no
outfall was installed at this location as part of the paving project. Several property
owners in this area have since expressed flood control concerns to Staff, including
concerns about the ability of the roadway swales to adequately control stormwater
runoff during large storm events. Staff has monitored the area around 242-244

Morton Lane during and immediately after storm events for the past year or so.
Based on Staff's evaluation, a piped stormwater outfall system is recommended at 244
Morton Lane, similar to several piped outfalls that were installed as part of the
Ranchlands paving project in 2011.
At the May 13, 2013 City Commission meeting, the Commission authorized
obtaining a Public Drainage Easement at 244 Morton Lane. The easement has been
signed by the property owner and will soon be recorded by the City at the Seminole
County Records Center.
The Morton Lane Drainage Improvements project consists of the installation of
several at-grade stormwater inlets plus piping that collects and discharges stormwater
runoff to the lake behind 244 Morton Lane. The project will benefit several
properties in the immediate vicinity of 242-244 Morton Lane, plus it will provide
additional flood control for the protection of properties further downstream.
The Morton Lane Drainage Improvements project was issued for bidding to eight (8)
contractors who have performed or bid on similar work for the City in the past. Bids were
due on June 17, 2013, with results as listed below. Two of the eight contractors declined to
bid the project.

Based on Staff's review of the bids, Staff is recommending issuing a purchase order for this
construction work to Barracuda Building Corporation.
Construction is expected to begin in early July 2013 and be completed in August 2013.
FISCAL IMPACT:
The project cost is $32,204.00 plus a 10% contingency, for a total of $35,424.40, funded by
the Stormwater Utility Fund, line code 3800-65000-30171.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and
the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City’s Website, LaserFiche, and the City’s
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives

on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
Written construction notices will be issued to residents near the construction areas
approximately one week before construction is scheduled to begin.
RECOMMENDATION:
Staff recommends the City Commission approve issuing a purchase order for the Morton
Lane Drainage Improvements project to the low bidder, Barracuda Building Corporation, in
the amount of $32,204 plus a 10% contingency, and authorize the City Manager and City
Attorney to prepare and execute any and all applicable documents.
