REQUEST:
The Public Works and Parks and Recreation Departments providing information on recently
completed infrastructure improvements at the Central Winds Dog Park and surrounding
area.
SYNOPSIS:
Over the past six months, a series of infrastructure improvements have been constructed at
the Central Winds Dog Park to improve the drainage, access, safety, and aesthetics of the
area. The new improvements are performing well and have been favorably received by
park users.
CONSIDERATIONS:
The Public Works Department, in coordination with the Parks and Recreation
Department, recently installed a series of infrastructure improvements in Central
Winds Park in the area around the Dog Park. The following completed improvements
were designed to improve the drainage, access, safety, and aesthetics of the area.
Attachment A provides a series of "before and after" photos to illustrate the
improvements.
. Filling and piping of approximately 1,600 feet of the open drainage ditch that
ran parallel to the Dog Park access road. The filling and piping included the
removal of nuisance vegetation while protecting existing healthy trees around
the ditch.
e Installation of a perimeter underdrain system surrounding the Dog Park that

discharges into the new underground stormwater piping installed in the
adjacent ditch. The perimeter underdrain system has significantly improved the
drainage of the Dog Park, which was subject to flooding after storm events.
• Paving the Dog Park access road from the Cross - Seminole Trail north to the
City's new Reclaimed Water Augmentation Plant at Lake Jesup.
• Leveling and stabilizing the Dog Park parking area and paving the access lane
within the Dog Park parking lot.
• Construction of an unpaved access road connecting the Dog Park access road to
the passive area of Central Winds Park. The unpaved access road is intended
for staff /emergency use and for additional access during special events.
• Improved safety at the road crossing of the Cross - Seminole trail by removing
vegetation that blocked sight lines and with the installation of additional
signage and striping (coming in July 2013)
The ditch piping and drainage improvements at the Dog Park were constructed at a
total project cost (design, permitting, and construction) of approximately $283,000,
funded by the Stormwater Utility Fund. The design engineer was CDM Smith and
the construction contractor was CFE Corporation.
The paving work was completed at a total cost of approximately $30,000, which
included the grading and paving of the Dog Park access road, parking lane, plus
several additional paving repairs within Central Winds Park. All paving work was
performed by The Middlesex Corporation under the City's annual asphalt resurfacing
contract, funded by the Transportation Improvement Fund (Local Option Gas Tax).

FISCAL IMPACT:
Total piping and drainage improvements cost = $283,000, funded by Stormwater Utility
Fund.
Total paving costs = $30,000, funded by Local Option Gas Tax Fund.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations /Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional

copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff requests the City Commission receive and review the information provided in this
Agenda Item.
