REQUEST:
The Utility/Public Works Department requests that the City Commission approve
Resolution Number 2013-13 recognizing the retirement of Utility Department employee
Tom Wise.
SYNOPSIS:
The City Commission is very appreciative of all of the employees who faithfully serve the
citizens and City Commission of Winter Springs. For long-serving employees, the City
Commission has expressed their interest in presenting such employees with a Resolution at
a City Commission meeting. In such cases, a Resolution is submitted to the City
Commission on the Consent Agenda for approval. Upon approval by the City Commission,
the applicable employee is either presented with the Resolution at the same City
Commission meeting during “Awards and Presentations” or attends a future City
Commission meeting to receive their Resolution. Resolution Number 2013-13 is thus
presented to recognize the retirement of Utility Department employee Tom Wise.
CONSIDERATIONS:
Utility Department employee Tom Wise began his career with the City of Winter Springs
when the City acquired the North Orlando Water and Sewer Company (NOWSCO) on
October 6, 1984. NOWSCO provided water and wastewater services to the west side of
Winter Springs and Mr. Wise began working with them in July 1980 as a Maintenance
Worker at the West Wastewater Treatment Plant.
Mr. Wise went on to ultimately achieve a Class B Wastewater Operator's license and served
as Lead Wastewater Operator at both the East and West Wastewater Treatment Plants

during his career. He was also a key team member during the implementation of the
wastewater plant improvements needed to begin providing reclaimed water to residences in
1997.
Mr. Wise's last day with the City was April 30, 2013. Resolution Number 2013-13 is being
submitted as a Consent Agenda item for Commission approval. Then, during the Awards
and Presentations section of this Regular meeting, Resolution 2013-13 will be presented to
Tom Wise in honor of his 29 years of service to the City of Winter Springs.
FISCAL IMPACT:
There is no fiscal impact if Resolution Number 2013-13 is approved
.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and
the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City’s Website, LaserFiche, and the City’s
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
It is recommended that the City Commission approve Resolution Number 2013-13 in honor
of Utility Department employee Tom Wise and his 29 years of dedicated service to the City
of Winter Springs.

SPRINGS, FLORIDA, RECOGNIZING TOM WISE FOR HIS 29 YEARS OF
DEDICATED SERVICE AS AN EMPLOYEE OF THE CITY OF WINTER
SPRINGS; AND EXPRESSING OUR APPRECIATION ON BEHALF OF THE
CITIZENS OF THE CITY OF WINTER SPRINGS; AND PROVIDING FOR
AN EFFECTIVE DATE.

HEREAS, TOM WISE
has provided the residents of Winter Springs with 29 years of dedicated and
distinguished service in the Winter Springs Utility Department; and
W
HEREAS, TOM WISE
joined the City of Winter Springs on October 6, 1984 as a Maintenance Worker
in the Utility Department when the City acquired the North Orlando Water and Sewer Company where he had worked
since 1980; and
W
HEREAS, TOM WISE
advanced his knowledge and skills through his career by ultimately receiving a
Class B Wastewater Operator License and also served as Lead Wastewater Operator at both the East and West plants;
and
W
HEREAS, TOM WISE
was an instrumental team member in the wastewater treatment plant reliability
improvements which allowed the City to meet the public access criteria standards necessary to begin providing
reclaimed water to City residents in 1997; and

HEREAS, TOM WISE
has shown great commitment and pride in working for City the last 29 years.

distinguished service to the residents of Winter Springs through his employment in the Winter Springs Utility
Department.
