Proposed is a four story, high - density apartment project
that is subsidized (by tax credits) and includes low income
units.
The first plan has been withdrawn, a second is being submitted.
As most of you know, several neighborhood meetings have
occurred concerning this proposed apartment project. Not even
one citizen has expressed support for these projects this year.
1st meeting, on August 12th brought more than 85
residents to City Hall who expressed their views and
concerns about the original plan that included 201 apartments
with 94 Workforce Housing units, 60 Market Rate units
and forty -seven (age restricted) 55+ units to be built on 10.2
acres located on a parcel fronting on SR 434 next to the Cross
Seminole pedestrian bridge.
2nd meeting, on August 17th, held at the Tuscawilla Country
Club was attended by more than seventy residents and some
city government leaders. At this meeting the applicant, Atlantic
Housing Partners unveiled a revised project that would include
108 apartment units on 6.95 acres for (age restricted) 55+
residents. There would be 54 one - bedroom, 48 two - bedroom,
and 6 three - bedroom units in four story buildings.
3rd meeting, on September 7th, at City Hall approximately
fifty citizens attended.
4th meeting, on September 14th, at City Hall however, only
about a dozen residents and at least two City officials were in
attendance. Many decided not to attend this meeting because
some documentation still has not been submitted to the City.
Concerns about the two different plans for the project
range from the location, proidmity to other neighborhoods,
impact on crime, schools, property values, tax revenues, and
whether there is a need for this type of housing in the City.
Many questions and concerns have been raised by residents
of the City:
Is there a need for this type of housing in Winter Springs?
(Refers to both plans).
Why haven't the Market Studies referred to by (AHP) for both
plans been submitted to the City yet?
Are the Market studies based on the City of Winter Springs
needs?
