Captain Tolleson's knowledge of the City's Codes and Ordinances is encyclopedic. His quiet demeanor and quick smile are telling signs that he most often has heard of a similar issue before. He will explain what can or can not be done by the Code Enforcement bureau and more importantly -- -why! He and his staff have assisted the residents of Tuscawilla with numerous issues! Glenn did express a hope that more folks will leave a name, email or phone number with their concern so he can follow up with an explanation, especially if it is about an issue not covered by Code Enforcement. If you really want to know more about Code Enforcement, I highly recommend Captain Tolleson's Code Enforcement evening class! — Pamela Carroll Captain Tolleson started his law enforcement career in 1975 with the United States Coast Guard as a Maritime Boating Safety Officer. After leaving the service he was a Deputy Sheriff patrolling the foothills of the Smokey Mountains in Tennessee. He joined the Winter Springs Police Department on June 24, 1986 and is in his 24th year with the Department. During his tenure he has commanded each of the bureaus and is currently the Commander of the Code Enforcement Bureau. He is also a certified Code Enforcement Professional with the State of Florida. He also has holds all 3 levels of code enforcement from the Florida institute of Government, Florida Construction Principles and Practices, Florida Building Code Accessibility & Fire/Life Safety Requirements, Structural Technical Core, and Internal Code Council Building inspector for one & two family dwellings. Our mission is to provide quality public services which are efficient, cost effective, and responsive to community need's in order to protect and enhance the quality of life of our community. The bureau team is responsible for the review, implementation, development, and review of all city codes as well as the enforcement of property maintenance, arbor, building, permitting, zoning, comprehensive plan, Red Light camera enforcement, and all other violations of City Code. The ultimate goal of Code Enforcement procedures is VOLUNTARY COMPLIANCE with the City of Winter Springs Code of Ordinances. We currently utilize three methods of pursuing compliance: • Voluntary Compliance • Code Enforcement Board • Citations for those that present a serious threat to public life safety Our team responds to over 5,000 calls a year throughout the city and brings over 75% of these cases to closure with voluntary compliance.
