REQUEST:
The Public Works Department requesting the City Commission validate the Staff
recommendation finding the Jesup's Landing sitework to be built in substantial accordance
with the Final Engineering plans and to accept the public infrastructure for ownership and
maintenance, subject to satisfactory completion of the remaining open punchlist items.
SYNOPSIS:
Sitework for Jesup's Landing is substantially complete and has been conditionally approved
by the applicable City Departments. This agenda item provides the site acceptance
necessary before any certificates of occupancy can be issued by the building official.
CONSIDERATIONS:
APPLICABLE CODE:
Section 9 -178. Required Improvements to be completed prior to building on lots;
exceptions.
(c) Where the building official has an authoritative method of assurance that the
improvements will be completed in accordance with approved plans, such as withholding
occupancy, the building official may issue building permits upon advising the developer
that all or partial occupancy will be restricted until satisfactory completion of the
improvements has be accomplished.
(d) ... Certificates of occupancy will not be issued until all improvements are accepted by
the city commission.

Jesup's Landing is a new 171 -unit townhome subdivision located in the Winter Springs
Town Center on the south side of Orange Avenue. Final Engineering for Jesup's
Landing was approved by the City Commission on February 27, 2012. A replat of the
subdivision was approved by the City Commission on September 24, 2012 and recorded on
November 30, 2012.
This agenda item is for the conditional site acceptance of the site improvements.
The Jesup's Landing sitework has been constructed in substantial compliance with the Final
Engineering plans approved by the City Commission, except as noted on the attached
punchlist, Exhibit A.
The engineer -of- record has provided a certification letter of approval and a complete set of
record drawings. Mattamy Homes has provided the required two -year maintenance letter of
credit for the public infrastructure being turned over to the City for ownership and
maintenance. This public infrastructure includes:
• Roadway infrastructure (asphalt pavement, base, curb, gutter, etc.) for all public
streets
• Water distribution system including the mains, valves, and hydrants between the
points of connection and the point of service (meter) to each lot
• Public sidewalks, except those along the immediate frontage of townhome buildings
not yet constructed
• Signage and striping in the right -of -way
• Sanitary sewer system
• Stormwater infrastructure in the right -of -way, pond, and drainage easements
FISCAL IMPACT:
There is no fiscal impact associated with this site acceptance.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations /Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.

RECOMMENDATION:
Staff recommends that the City Commission validate the Staff recommendation finding
the Jesup's Landing sitework to be built in substantial accordance with the approved Final
Engineering plans and accept the public infrastructure for ownership and maintenance,
subject to completion of all open punchlist items as noted on Exhibit A prior to issuance of
any Certificates of Occupancy.

2. Remove abandoned 15" storm pipe along Orange Avenue frontage near units 8 -13
