OCTOBER 17, 2012 CALL TO ORDER The Regular Meeting of Wednesday, October 17, 2012 of the Tuscawilla Lighting and Beautification District Advisory Committee was called to Order by Chairperson Mary Brook at 7:00 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Mary Brook,present Vice Chairperson Helen Baker,present Committee Member Luci Coker, present Committee Member Donald Gilmore,present Committee Member Carolyn Wolf, present Assistant to the City Clerk Sean Beaudet, present A moment of silence was followed by the Pledge of Allegiance. No Agenda Changes were noted. INFORMATIONAL AGENDA INFORMATIONAL 100. Not Used CONSENT AGENDA CONSENT 200. Office Of The City Clerk Requesting Re-Approval Of The January 18, 2012 Tuscawilla Lighting And Beautification District Advisory Committee Regular Meeting Minutes. Chairperson Brook inquired if the Committee Members had any additional changes to the Minutes. No changes were noted. Committee Member Donald Gilmore did add that City Clerk Andrea Lorenzo-Luaces had called him to discuss the suggested changes to the Minutes and that Committee Member Gilmore was satisfied with the noted changes. Not Used ' `' 400. REPORTS No Reports were given. REGULAR AGENDA REGULAR 600. Community Development Department — Urban Beautification Services Division Budget Review. Mr. Steve Richart, Urban Beautification Division Services, Community Development Department presented the Agenda Item and provided the Committee Members with a document related to the Budget. Discussion. In discussing the various Fund descriptions, Committee Member Gilmore said to Mr. Richart, "What would help us is if we all had a dictionary of what these terms are; a definition of them all". Mr. Richart offered to explain the descriptions and stated, "I'll have to make one, but I can if you would like? Would you like it emailed to you, would that be okay?" Committee Member Gilmore said that would be fine. Chairperson Brook stated, "That would be good". No objections were voiced. Discussion ensued on the various Funds, Assessments, real estate market problems in the area, and growth in Winter Springs. Ways to reduce spending were discussed and Mr. Richart suggested one of the few options was to reduce the hours the pond fountains operate throughout the day, which currently run from 8:00 a.m. to 11:00 p.m. Committee Member Luci Coker asked Mr. Richart "Is that something you can make a decision to do?" Mr. Richart replied "Yes, I do all that." However, Mr. Richart mentioned that he was concerned residents may not agree with the decision to reduce the hours of operation and suggested, "We could try 10 (p.m.) and it would save us an hour. An hour a day—that's a lot of power". Discussion continued on shortening the operation time of the fountain pumps and the Committee's concern with trying to conserve. Mr. Richart then said to the Committee Members, "You all tell me what you want to do. Think about it — it doesn't have to be made today." Regarding the 7 possibility of the Tuscawilla Homeowner's Association donating towards the purchase of �..: ter":,,.4`, new Christmas Decorations, Committee Member Gilmore stated, "We can bring that1—, subject up." Mr. Richart suggested four thousand dollars ($4,000.00) would be very helpful for decorations for at least the three (3) main entrances into Tuscawilla. Committee Member Gilmore added, "I will take care of it." REGULAR 601. Community Development Department — Urban Beautification Services Division Review Of Maintenance Items And Progress Report. Mr. Richart presented the Agenda Item and said, "Eastwood (Tuff Turf) is doing pretty good. We're real happy with them. We've had some issues with some of the sprinklers; and lately, we've had some water pressure issues; we've had some main line breaks. Thankfully, not so much in Tuscawilla but on the system, we've had them on Tuscawilla Road." Referencing the street lights, Mr. Richart noted "The low voltage light issue —we're still having a lot of problems with those." It's a regular issue. We haven't had so much vandalism lately, but we've had a lot of stuff fail." Continuing, Mr. Richart referenced the chemical company and pointed out "Power Exterminators is doing really good. We still have some weeds that we need to work on. But, they're doing really good for us." Discussion. Next, Mr. Richart thanked Mr. Gary Brook for his assistance with the City street light reports and mentioned utility work that was done near the main entrance of Tuscawilla. Discussion ensued on the repair of the main entrance fountain pump and its longevity; the replacement of flowers at the main entrance to Tuscawilla; palm trees that had been planted near Georgetown and Northern Way; planting of foliage near the Deer Run entrance; repainting of the decorative street light bases; and that all entrance signs had been cleaned and resealed. Concluding this Agenda Item discussion, comments followed on the status of the Tuscawilla Units 12/12A Wall. PUBLIC INPUT Chairperson Brook opened "Public Input". No one spoke. Committee Member Gilmore remarked, "I would just like to compliment Steve (Richart) on a fine job putting a Budget together and successfully completing it, within the Budget x..< and as close as he has. That's almost unbelievable." Mr. Richart thanked Committeek Member Gilmore.
