REQUEST:
The Parks and Recreation Department is requesting that the City Commission approve
Resolution 2013-01 updating and revising the schedule of fees for our Spring Break Camp
and Civic Center facility rentals.
SYNOPSIS:
TheParks and Recreation Department is requesting changing the fees of the Spring Break
Camp to be concurrent with our Summer Camp fees; this will also cover direct costs of the
program. Staff is also requesting to adjust the fees at the Civic Center to be competitive in
the market for similar rental facilities. This adjustment would insure better customer service
and allow groups more options for their special occasion.
CONSIDERATIONS:
Staff presented these proposed fees at the December 2012 Parks and Recreation Advisory
Committee meeting. The Committee endorsed the proposed fees at that meeting.
Spring Break Camp Considerations
The City Commission most recently approved changes to the Spring Break Camp
Program Fees in 2008.
Currently, the weekly rate for the Spring Break program is $70 for Winter Springs
Residents and $90 for non-Winter Springs Residents.
The current cost for one week of Summer Camp is $90 for Winter Springs Residents
and $110 for non-Winter Springs Residents.

Staff has evaluated expenses of the program and determined that expenses for one
week of Spring Break camp and one Week of Summer Camp are the same.
Staff is recommending an increase of Spring Break camp fees to $90 for Winter
Springs Residents and $110 for non-residents so staff can design a camp program that
is high quality and fiscally sound.
Civic Center Considerations
The City Commission most recently approved changes to rental fees at the Winter
Springs Civic Center in 2008.
Facility upgrades that have been made in the past two years are: Two (2) new rooftop
air conditioning units; Twenty (20) new rectangular tables; Ninety (90) new chairs;
Six (6) new round tables; new landscaping at entry ways; new brick pavers at main
entry way; new interior paint; and a new refrigerator.
Some of the future facility improvements that staff is currently pursuing or
researching include new ceiling tiles and interior lighting, new floor tile, remodeling
men’s and women’s bathroom, and a new courtyard look.
Currently the hourly rate for this facility is $48 for Winter Springs Residents and $51
for non-Winter Springs Residents.
Staff found the most comparable Civic Center in Seminole county was the
Westmonte Civic Center, which is managed by the City of Altamonte Springs and is
currently charging $100 per hour plus tax for both residents and non-residents.
Staff is recommending new rates of: $60 per hour for Winter Springs Residents and
$85 per hour for non-Winter Springs Residents for an 8 hour rental; and $55 per hour
for Winter Springs Residents and $80 per hour for non-Winter Springs Residents for
a 12 hour rental.
We will be marketing to local businesses for weekday business functions for
maximum use of the facility.
FISCAL IMPACT:
Staff is projecting an additional $700 of revenue to be generated for the Spring Break
program to cover program costs.
In FY 2012, revenue was $13,900 for Civic Center facility rentals. Staff is projecting an
increase of approximately $3,500 in revenue for FY 2013 under the proposed new rate
structure.

This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and
the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City’s Website, LaserFiche, and the City’s
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the

City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
The Parks and Recreation Department is recommending that the City Commission
approve Resolution 2013-01 updating and revising the schedule of fees for our
Spring Break Camp and Civic Center facility rentals.
